The Governance Change Of The Unit Community

Unit community is a unique product of Chinese society,Its emergence,development and extinction all have diachronic characteristics.This paper takes the X-unit community in the middle of Shanxi Province as a case study.From the preparation of plant X in 1968 to the beginning of the 21 st century,plant X has provided all-round welfare guarantee for workers and their families.No matter what the size of workers is,plant X is "responsive to demand".Since the 21 st century,factory X has gradually reduced the welfare supply,pushed a large number of social affairs into the society,and the appeals of the workers have begun to "push aside and perfunctory".This paper focuses on the reason why X Factory has changed its attitude since its establishment.What changes has X Community undergone?The first part is the introduction of this article.This part mainly discusses the background and significance of the topic,defines the concepts of "unit" and "unit community",combs the literature on the change and governance of unit community,and introduces the basic research methods and cases used in this paper.The second part is the main body of this paper,including three chapters.Chapter one talks about the dependency of the "unit system" in the main governance mode from 1968 to 1978,the X factory under the embedding of state power and the living area under the X factory.Chapter two analyses the construction of community from 1978 to 2003 under the coexistence of planned economy system and market economy system.Under the decentralization of the government,factory X created a "gentleman's country" community environment through the "double norms" management system,formed a small society within the factory X through the "rebuilding the society run by factory X" under the "unit system",and realized the management of residents' daily affairs through the family(residence)Committee affiliated to factory X,which is the enterprise-led governance mode.The third chapter analyses the performance of the separation of government from enterprise and enterprise from society from2003 to now.Enterprises become an independent economic entity,and public affairs are completely managed by the community.However,due to the incomplete separation of government and enterprise,the community administration color is strong,reflecting the government-led governance.The last part is the conclusion of this paper.This part summarizes the changing law of X community.X community is bred in X factory and separated from X factory.The governance of X community reflects the process from unity to separation of government,enterprise and society.Enterprise running society determines the dominant governance mode of X community enterprises.The change of enterprise stripping society and social management system has resulted in the government dominant governance mode.
