Data Management Research Of Government Statistical Institutions

Government statistical data plays an extremely important role in local economic development.It is not only the main basis for local governments making decisions,but also the reflection of the effectiveness of government management.Therefore,statistical data has been paid more and more attention by all kinds of parties.Due to the influence of many factors,the management of government statistical data is facing great challenges,and the authority of government statistics is questioned.The factors affecting the data management of government statistical institutions need to be paid attention by governments at all levels,and the corresponding problems should be studied in depth.Starting from the present situation of statistical data management in Y City Statistical Bureau of Shanxi Province,this paper expounds the positive measures taken in the whole process of data management,explains the problems existing in the data management of Y City Government Statistical Institutions from three aspects: connotation of statistical data management,management process and function reflection,and actively exploring the causes of these problems,from both macro and micro aspects.Analysis,targeting attempts to put forward some solutions,mainly divided into five chapters to elaborate.The first chapter mainly introduces the general situation of Y city statistical organization,the establishment of departments and the responsibilities of government management.Chapter 2 mainly introduces the management status of each process of data management in Y city statistical organization,mainly including the efforts made in the management of investigation units,data collection channels,data audit process,data quality assessment,data release and archiving,etc.Chapter 3 elaborates the problems existing in the data management of Y city statistical institution from three aspects,namely,the connotation construction of data management,the process of statistical data management,and the reflection of government management functions.Chapter 4 elaborates the causes of data management problems in Y city statistical institutions from both macro and micro aspects.The macro reasons are the contradiction between the national statistical management system and the independence of statistics,the insufficient enforcement and deterrence of statistical law,the inadequacy of statistical system to meet the practical needs of statistical work,the great gap between the importance of statistical data and statistical work,and so on.The micro reasons are the imperfect evaluation mechanism of the government,the untimely changing of the concept of the government statistical agencies,and the statistical institutions.The personnel quality can not meet the actual needs,and the statistical work of investigation units can not keep pace with the times.Chapter Five puts forward the corresponding countermeasures for the reasons of Chapter Four.From the macro point of view: perfecting the national statistical management system,strengthening the enforcement of statistical law,using big data to make the statistical system meet the actual needs and improve the actual status of statistics,from the micro point of view: perfecting the government assessment mechanism,changing the concept of government statistical institutions,improving the quality of personnel of statistical institutions,and improving the investigation units.The level of statistical work should focus on providing reference for optimizing the statistical data management of governmental agencies.In this paper,Y City Statistical Bureau has studied the problem of data management,and explored practical countermeasures and suggestions.It has a certain positive significance in data management of municipal government statistical institutions in China.
