The 19~thh National Congress of CPC proposed that socialism with Chinese characteristics had entered into a new times.During the new times,the CPC and government has raised the demand of permance management of civil servants.The public and society has been posing higher expectation for changes of government performance.To adapt to the new goal and demand in new times,the permance management of civil servants has to adjust to the new environment.This essay chooses a district W in Wuhan City for research.Based on the commonly used performance tools at home and abroad,relevant performance theories and methods are adopted to analyze the civil servant performance management plan of district W,the existing problems and reasons in current performance management system,in order to propose an optimized redesign plan and improve the performance system.Firstly,this essay simply looks back the research of performance management theories at home and abroad,including performance management theories,method and content of performance management at home and abroad,civil servant performance evaluation and the concept of performance management in government departments.Secondly,this essay analyzes the current method of performance management in W district civil servant system by interview and inquiring the data in departments.It summarizes the current problems in the system.For example,the assessment indicators are rather general,the assessment grades cannot be distinguished,the evaluation cycles in inside departments,the excitation of evaluation results is not apparent.Later,the essay analyzes the reason of management problems based on the current system.For example,the evaluation is formulated based on the superior,the evaluation is not paid much attention to,the evaluation lacks professional staff members.Finally,to improve the department and personal performance management by KPI and 360 degree evaluation,we can establish scientific performance management ideas and introduce external evaluation.The main measures include giving different evaluation indexes different weights to score the performance.The main process contains index drafting,introducing diversified assessment subjects and establishing performance management safeguards and so on.The research aims to improve the performance management system of basic level governments by learning from district W.
