As a result of the civil service performance evaluation of the non quantifiable factors,so the civil service performance evaluation has been recognized as the "world's most difficult problem",and it is also the most complicated administrative affairs".Along with the reform of the administrative system of our country,the scholars from all walks of life to the civil service performance management research is rapidly warming.The main content of the reform of the civil service system in China is to promote the construction of the civil service system,and gradually establish a highly effective and scientific performance management system,which has initially achieved some positive results.However,we urgently need to reform from theory and practice to deal with problems and difficulties in the practice of civil service performance management.Emphasis and difficulty in the human resources management has consisted of civil servants performance management,provided by China's grass-roots government is social and public services,Xiuying District,Haikou City,as a microcosm,the civil service performance management more complex.To improve the performance of civil servants,and if we want to establish efficient service oriented government,we need to improve the performance management of civil servants in Haikou City,Xiu Ying,and to find out the countermeasures to improve the situation.Main research background and significance,research ideas and methods,and research contents and technical route in the first chapter of this paper;review of civil servant performance management theory,mainly including:Theory of performance management,performance management of civil servants,performance management methods.This also provides an overview of the research on domestic and international civil servants performance management,in order to research laid the theoretical basis is the main content of the second chapter,Xiuying District,Haikou City,the civil servant performance management of the status quo of the research,and find out the problem and cause analysis is the main content of the third chapter,about the countermeasures to perfect the Haikou City Xiuying District civil servants performance management is the main content of the fourth chapter.
