Along with the development of China's market economy, social public affaires are increasingly complicated and the role of the government is gradually prominent. A government of high performance is indispensable for the development of the society and economy. As a result, countries throughout the world are more and more concerned about the research of civil servant performance management. China has a late start on the research of civil servant performance, most of which stays on the research of performance assessment. Therefore, this article has some realistic significance for civil servant performance management in China.First of all, the 1st chapter of exordium introduces the research of the theory and practice of performance, performance assessment, performance management and etc. by foreign scholars, and then further discusses the research of the theory of performance management by China's academic circles, and consequently points out the urgency and realistic significance of civil servant performance management research.Secondly, the 2nd chapter of performance management theory review introduces related theories on performance connotation, characteristics, influencing factors and management. These theories are the theoretical basis for civil servant performance management system model.Thirdly, based on the theories, this article expounds the practice of performance management in enterprises and the light it sheds on building civil servant performance management system. In addition, it enumerates various methods and models for performance management in enterprises, and points out the reference that can be referred to in China's civil servant team.Fourthly, this article discovers problems existing in civil servant performance management through investigation and research. With the departments and units in Anhui Province as the research targets, this article adopts the combination of Internet and field survey to randomly select 1 to 3 personnel per unit to fill in the questionnaire, therefore to find out problems in China's civil servant performance management with investigation.Finally, this article proposes the civil servant performance management system that is suitable for our national conditions, which is mainly classified into three aspects of micro-process system, institutional guarantee and operational mechanism, which has realistic significance for improvement of civil servant performance and government organization performance.
