To achieve the equalization of basic public services is the goal of modern government. From the late 19th century to the late 20th century, 70s, Western countries have established and improved the public finance system, the basic realization of the equalization of public services. Since the 20th century, 80 years, in order to further enhance the level of public services, governments around the world explore the privatization of state-owned public enterprises, government and private sector cooperation system and so on, to achieve equalization of public services for the accumulation and provides a valuable experience.In China, public service is a function of the basic tasks of government, and basic public services, public service is the most crucial and most fundamental. March 2006, the National "Eleventh Five-Year" plan "outline" for the first time put forward the "equalization of basic public services" policy objectives, as specified in the direction of basic public services. Since then, more and more scholars began to pay attention to this issue, and from different angles exploratory study.In practice, after 30 years of reform and opening up, China's level of basic public services are greatly enhanced. However, as society overall rapid growth in public demand, especially in rural public demand for a comprehensive release of compulsory education, public health, the minimum security requirements and other basic public goods and public services are not in place, the shortage of public goods become an increasingly prominent to achieve the equalization of basic public services has become all levels of government face the most urgent problem to be solved. General Secretary Hu Jintao's report to the 17 "focus to achieve the equalization of basic public services" as the urban and rural development, promoting coordinated regional development of the important means. Therefore, to promote the equalization of basic public services, strengthen the government's ability to provide basic public services has become a major task of building a harmonious society. It is foreseeable that the equalization of basic public services, will be the future economic and social development in China one of the important issues, this is our comprehensive and systematic study of basic public services, our equalization problems theoretical and practical significance lies. This article is based on this background, a high degree of attention to this important issue the Government, and to propose solutions to this problem. This study content is divided into four parts: The first part is the foreword. Expounds the background issues, status, the study of content and research methods; the second part of a comprehensive exposition of the basic concept of equalization of public services, the theoretical basis and relevant policies. Defined the basic public services, public services, the connotation of equalization, and some developed countries to achieve the equalization of basic public services, practical experience and China's related policies described, analyzed and summarized as to achieve the equalization of basic public services in China's realistic basis. The third part is the equalization of basic public services, the status of, in the equalization of basic public services in our current situation and existing problems on the basis set, on the causes of the problem in-depth analysis; fourth part is our country's basic equalization of public services, the countermeasures and suggestions. In our country to achieve the equalization of basic public services requirements based on the analysis, from the four aspects of the equalization of public services in China to achieve response and the four proposals.
