As the country with the most developed network diplomacy,the United States attached great importance to the construction and protection of network infrastructure during the Clinton period.During the period of George w.bush,the United States actively exported its values and ideology by setting up a large number of virtual network sites and special network diplomatic institutions,and carried out cooperation with other countries in the cyberspace by virtue of anti-terrorism.During the Obama era,the cyber diplomacy of the United States has been further extended and extended,and the Internet has played an increasingly important role in the diplomatic work of the United States.During the trump era,the initiative of the United States in the competition in cyberspace has been greatly strengthened and new cyber strategies have been formulated.The increasing penetration of new media and Internet in central Asia,as well as the increasing influence of western Internet resources,provide a very necessary condition for the United States to carry out cyber diplomacy in central Asia.However,due to the special political environment in central Asia,American cyber diplomacy in central Asia presents different characteristics.This paper will take this as the starting point,elaborate from the following four parts,and try to clarify the important role of network diplomacy in modern countries' foreign exchanges.The first part mainly discusses the reasons and characteristics of the development of American cyber diplomacy.As an important platform for the implementation of public diplomacy,the wide application of the Internet in diplomatic activities cannot be separated from the continuous improvement and maturity of the theory of public diplomacy.In today's era,the traditional diplomatic approach based on "hard power" has been exposed to more and more defects and deficiencies.In this context,network diplomacy emerges at the historic moment.However,the change of diplomatic methods cannot change the essence of power diplomacy.The cyber diplomacy of the United States still has strong color of power politics.The second part mainly discusses the favorable conditions and restrictive factors for the United States to carry out cyber diplomacy in central Asia.The continuousimprovement of the network environment in central Asia and the increasing influence of western network resources provide a very favorable condition for the United States to carry out network diplomacy in central Asia.However,at the same time,the United States also faces many restrictive factors in the implementation of cyber diplomacy in central Asia,including Russia,which is still the most influential external force in central Asia,and the countries in central Asia have carried out stricter control over the Internet after the "color revolution".The third part mainly elaborates the main contents of the United States' cyber diplomacy in central Asia.In the name of protecting Internet freedom,the United States is actively involved in the process of Internet development in central Asia.The scope and influence of network information dissemination have been further expanded through the continuous improvement of network diplomatic technology.At the same time,the United States also attaches great importance to encouraging young people to be active voices on social media and supporting them to participate in a series of protests.The fourth part mainly discusses the influence of the United States on the implementation of cyber diplomacy in central Asia and the enlightenment to China.Firstly,a detailed analysis of the impact of U.S.cyber diplomacy on central Asia,Russia and China.Secondly,by summarizing the successful experience of the United States in the implementation of network diplomacy and combining with China's own actual situation,this paper puts forward some suggestions for the development of China's network diplomacy.
