The development of globalization makes human society reached an unprecedented scale and extent in cultural exchange, thus accelerating the combination of culture and diplomacy and contributing to the rise of cultural diplomacy and development. As the only superpower in the post-Cold War international arena, the United States is a major partner of the Central Asian countries and it’s policy in Central Asia is with the deep going culture features.The culture is one of the elements which affect American diplomatic behavior in Central Asia as well as the politics, economy and military.Over the past20years since the Central Asia states gained independent, the world powers have been competing with each another in the area with the Central Asia geopolitical advantages and energy resources advantage prominent, which has influenced the direction of the cultural and social development of Central Asia. After a long period of diplomatic practice, the basic path of U.S. policy in Central Asia has been relatively stable and mature, and the implementation means are flexible. By closing political relations, strengthening economic aid and cooperation, strengthening military security cooperation and using means the combination of hard and soft, using a combination of hard and soft means, the Unite Sate try to make Central Asia become it’s strategic energy base in the21st century and a geopolitics pivot to suppress Russia to enlarge it’s sphere of influence, resist the penetration of Islamic extremism in central Asia, pursue western values and social ideology, expand economic cooperation area, and build a strategic channel to establish their own security system of the Eurasian continent. The culture contributes the implementation of the diplomatic behavior.The foreign policy of a country is influenced profoundly by it’s cultural traditions, values, national psychology and way of thinking which are formed in a long time. American culture’effect on American diplomatic practice is not so clear and direct like the other factors, but it has been play-oriented and normative functions in the diplomatic behavior. From a cultural point of view, combing the U.S. Central Asia policy, studying the relationship between American culture and the American policy in Central Asia, understanding further the status and role of culture in the U.S. policy in Central Asia, analyzing the internal logic of contemporary American policy in Central Asia and judging it’s basic way of Central Asia policy and direction, which are conducive to recognize the affection of U.S. factor in the changes in the political situation of Central Asia and its impact on China.
