Enterprises will certainly have a certain impact on residents,the government and society in the daily production and operation,which requrires them to assume a certain responsibility,which is called corporate social responsibility.At present,the trend of social responsibility is standardization,legalization,socialization and value.New social responsibility standards have been introduced in succession at home and abroad,which makes the original requirement of soft constraints to be implemented with hard constraints.Different types of social organizations are highly concerned,and responsibility has become the inevitable demand of the times and development opportunities of enterprises.In such a new situation,an unavoidable topic has emerged,that is,the fulfillment of social responsibility.Enterprises' commitment to social responsibility fulfills the requirements of the Party Central Committee and the government,and can also promote social progress.Pharmaceutical enterprises are in the current stage of the times with two attributes as economic and social.Therefore,the social responsibility faced by pharmaceutical enterprises is inevitable.At the same time,they also adapt to the current trend of social development and gradually set an example in assuming social responsibility.Changzhou Siyao Pharmaceutical Co.,Ltd.is a national high-tech enterprise.As a representative of small and medium-sized enterprises,it specializes in producing digestive,antihypertensive and psycho-narcotic drugs.On the basis of the basic responsibilities of production quality compliance,ensuring drug supply and ensuring people's drug safety,it actively fulfills its social responsibility and contributes to local economic development and social progress.However,in recent years,events such as poisonous capsules and expired vaccines have reflected the lack of corporate social responsibility and exposed the existing problems in the industry.These drawbacks show up in front of the members of society,which makes the public begin to question the social values,the sense of responsibility and the moral standards to safeguard the public interests of pharmaceutical enterprises.This has adverse consequences for the construction of a harmonious society.Therefore,based on the requirements of the society and the people,the government should strengthen supervision and urge pharmaceutical enterprises to fulfill their social responsibilities through public governance.This paper first elaborates the meaning,development process,content and importance of corporate social responsibility,then analyses the connotation of public governance,and theoretically analyses the relationship between enterprises and different objects of government,society and citizens.Then,from the perspective of public governance,it puts forward the requirements for enterprises to fulfill their social responsibility,and points out the necessity and feasibility of enterprises' participation in public governance and the positive role they should play in it.Then from the pharmaceutical industry as a starting point,the status quo of pharmaceutical enterprises to fulfill social responsibility is analyzed.Taking a pharmaceutical enterprise as an example,this paper summarizes its experience in practice and achievements,and highlights the characteristics of the industry.Then,the existing problems of pharmaceutical enterprises in assuming social responsibility are analyzed and countermeasures are put forward.The aim is to form a "four-in-one,pluralistic and co-promotion" pattern among society,government,enterprises and industries,to urge public managers to attach importance to corporate social responsibility and play an important leading role in this process.The highlights are as follows: Firstly,the method is reliable.Case analysis,documentation and interview are used to make the survey results closer to reality;Secondly,the data is comprehensive,which is from the real data of pharmaceutical companies in recent years;finally,it can target at the questions that arise.Considering the difficulties and challenges that pharmaceutical enterprises encounter,there are different ways to solve them,which are closely linked with their social responsibility,so it is more practical.
