An aging population, as a kind of social phenomenon, is the economic and social development to a certain stage inevitable product. Everyone goes through from the young to the aging process, thus, aging relationship with the development of each individual. However, a society is rising, the proportion of the elderly population means that the ability to create large groups, its impact will severely impact the harmonious development of economy and society. Therefore, how to take measures to actively cope with the growing of the negative effects of aging population, how to effectively make the society in need of help the elderly get equal fair pension service, become a social problem urgently to be solved in each government.In terms of the actual situation of our country, for the elderly pension liability problem, generally there is a myth, the pension is independent of itself shall bear the responsibility of social groups, such as family members, or pension institution such as a single entity. This to a certain extent, ignored the government as the management of public affairs, dominate the macroeconomic regulation and control, equal distribution of social interests by functions. Existing pension mode in China, whether family endowment, institution endowment and pension that occupy the home or emerging retirement with house, are simply isolated existence as a means of pension, and how can make all sorts of pension mode on the basis of the existing play a fundamental role, the government’s pension duties cannot be ignored. In the study of the government pension responsibilities first, some provinces according to population structure and economic development in the province, adjust measures to local conditions of a lot of serving the old rules and regulations, such as Zhejiang and Jiangsu province, on the basis of some methods in outside the good experiences is a national initiative, welfare policy for the elderly of other provinces to provide the reference value. But overall, at present our country has not established a nationwide unified responsibility government pension system, based on this, the author got the creative idea of this article, hope that through this paper analysis, able to provide some theoretical basis for constructing the responsibility government pension system, introduced the related system to speed up.Through the above analysis, the author respectively from the following three parts to build a responsibility government pension system in our country is discussed as follows.The first part:for this part, mainly from the perspective of basic theory on government pension system of responsibility. First of all, for existing pension mode in China an overall comparison and overview of the characteristics of the analysis of all kinds of an endowment patterns and deficiency, in which the government the importance and necessity of endowment of responsibility; Secondly, on the basis of the above theory discusses the realistic significance to set up duties of the government pension system, this part mainly from the safeguard citizens’rights, improve the old-age security system, in line with the population structure and flow needs and integrated endowment traditional four aspects to illustrate.The second part:according to the relevant government pension system of responsibility theory basis of bedding, investigate the reality of the government pension system in China.
