Research On Consultative Democratic Mechanisms In Urban Community Governance

As a new model of basic level democratic autonomy,consultative democratic mechanisms has the significance in Chinese urban governance on both micro and macro level.On the micro level,it plays a more democratic role in the basic level community governance of cities.On the macro level,it also provides a powerful force to promote the great democratization of the whole country.However,the usage of consultative democratic mechanisms in urban residential areas is still in relatively extensive status,and there are still many problems to be solved institutionally and administratively.Based on the introduction of urban community governance,governance theory,the theory of consultative democratic mechanisms,we selects Ningbo Huaqiaocheng's replacement of old elevators as the research object,combines with the the consultative democratic mechanisms' effect in the process,and refers to relevant literature study.The article concludes the current status of consultative democratic mechanisms in the urban community governance,including problems and countermeasures,in order to promote related works,explore the consultative democratic mechanisms in the urban community governance research.Therefore,it provides theoretical and practical materials for improving the basic consultative democracy mechanism development in our country.At present,the problems existing in the operation of consultative democratic mechanisms in urban community governance are mainly concentrated in three aspects: legalization,low efficiency and weak participation.The reasons mainly lie in the incomplete system,the incongruity of the participation,and the inactivity of the consultation and governance.The article deeply analyzes the relationship between industry authority,the residents' committees,property management company,street agency,and government functional departments,and provide three suggestions to improve consultative democratic mechanisms in the city community governance,which includes improving the system's legality,clearing responsibility,and enhancing the awareness of consultative governance.
