Research On Resident Participation In Community Governance In Zhongshan District Of Dalian

With the development of market economic system reform,the economy of urban communities has been continuously developed,and an open society of co-construction,co-governance and sharing has developed rapidly,and it has promoted the reform and innovation of the entire urban management system.Community,as the most basic self-governing organization in a city,is an indispensable part in promoting the development of the city.Due to the coexistence of various types of urban communities in China,the problems existing in community governance are complex and diverse,which bring challenges to community governance.How to improve the current situation of residents’ participation in urban community governance in China is a topic worthy of in-depth discussion.This paper uses excellent research results at home and abroad as reference experience,takes governance theory and community residents participation theory as the supporting point,defines the concepts of community,community governance and residents’ participation.,and takes 517 residents of 53 communities in Zhongshan district of Dalian city as the survey objects.Analyzes the present situation,influencing factors and willingness to participate in community activities of residents.Through combing and summarizing the survey data,comprehensively summarizes the problems of low enthusiasm for residents to participate in community governance,uneven age distribution of participants,less political participation and narrow ways of participation in the process of residents’ participation in community governance in Zhongshan District of Dalian.And probes into the causes of the problems from the perspective of the government,the community and the residents,and sums up four reasons: the low sense of identity of the residents to the community belonging,the influence of the interests driving the residents’ participation in the community activities,the imperfection of the community autonomy system and the serious tendency of the administration of the community work.Finally,suggestions are put forward from the aspects of enhancing residents’ awareness of participation,enhancing community autonomy ability,expanding the channels of residents’ participation,and consolidating the community foundation guarantee,in order to enhance residents’ awareness of participation,enhance community governance innovation,and radiate new vitality of grassroots social governance.
