Based on the study and of governance and governance failure,Bob Jessop promoted his theory of metagovernance,in fact,it can be seen as the inherit and development of governance theory.Jessop argued that,the respective problems of the market,state(government),and self-organization that they are not able to manage by themselves has occurred and,metagovernance is the reflexive redesign of these mechanisms,looking forward to manage and solve the problems of state,market,and self-organization etc.and when one of them was on its way to fail,to switch into another form of governance that be appropriate to the situation of the specific time and space.This paper is mainly divided into three parts: the first part,introduction mainly explains the research background and research status of this paper.And the second part,on the basis of Jessop's logic of argument,introduced the governance on general sense and narrow sense,the differences between governance and government,and the reason why the writer of this paper have translated the word “government” into the Chinese word“guanzhi”.The general sense of governance involves any one of the forms of coordination including market and state,and the narrow sense of governance refers to the self-organization of heterarchy oriented to manage the problems in market and state failure.In the process of the argument of this part,this paper holds the opinion that we should trace the source of the failure of state and government all the way back to the arguments of Marx and Engels.The third part introduced the relevant discussion of Jessop's metagovernance theory,in short,Jessop argued that,metagovernance is the reflexive redesign of governance mechanisms,in order to resolve the problems of governance and help to achieve the objects of governance.This involves three principles of metagovernance: requisite reflexivity,requisite variety,and requisite irony.During the studies of the European Union,he promoted the notions of multilevel metagovernanceand multispatial metagovernance.In the views of Jessop,all forms of governance are prone to fail,so,a final consideration of governance and metagovernance is that,in many cases,the appearance of successful governance depends on the capacity to displace and/or defer some of the unwanted effects of basic contradictions and dilemmas beyond the specific spatio-temporal horizons of a given set of social forces.So,this paper argues that,to the development of the governance theory,the theory of metagovernance will never be an end but will be an new starting point,the theory of metagovernance will get much better development in the future,and will receive much more attention.
