The Research On Chinese Micro Commonweal Organization's Voluntary Failure And Its Governance Path

With the obvious rise of economic and living standard,with the constant development of internet and new medium technology,and with the gradual improvement of publice s civil awareness,the Chinese Micro Commonweal Organization commits itself to satisfying and facilitating public benefit so that it is rising and growing,and it has been becoming a greatly social power which can't be ignored due to its unique and importance in public benefit field and social governance.However,the Chinese Micro Commonweal Organization also has some problems and faces dilemma,such as the asset shortage,the decision limit,the option deflection and the amateur operation and so on.Only by virtue of kindness and enthusiasm can not the organization runs excellently,and it may not reach expected goals and results.Salamon summarized and put forward the Theory of the Voluntary Failure,and claimed that the voluntary sector and the non-profit organization have the Voluntary Failure,mainly including Philanthropic Insufficiency Philanthropic Paternalism,Philanthropic Particularism,and Philanthropic Amateurism.Based on the background and purpose,this paper mainly uses literature analysis method,theoretical analysis method,qualitative analysis method,comparative analysis method,and interview method,and combines the problem and dilemma of the Chinese Commonweal Organization with the Salamon's theory so that it cares about and explores Chinese Commonweal Organization's Voluntary Failure and its governance.This study is mainly divided into the following four parts:The first part about the introduction,this part introduces the background and signifieance of this topic,and it combs the related literature and information so that it generalizes the theories and perspectives by means of summary and statement,then it introduces the content and method of this study.The second part about the concept definition and theory statement,this part defines and explains these items,the commonweal organization,the micro commonweal,the micro commonweal organization,then it summarizes the theory foundation of this article—The Voluntary Failure Theory by Lester M Salamon who is a expert of the NPO.The third part about the analysis of Chinese micro commonweal organization's voluntary failure,this part introduces the background and process of Chinese micro commonweal organization,then it explores organization's voluntary failure and its reasons.The forth part about the Chinese micro commonweal organization's governance path,this part generalizes the governance paths according to the organization's voluntary failure and its reasons from the view of the multiple body governance,and generalizes the organization,government and society's function.
