The Logic And Practice Of Democratic Negotiation In Urban Communities

As an important method of community governance innovation and an effective means of coordinate the interests of all parties in the community,Deliberative democracy has been highly concerned by the government and society.The CPC Central Committee issued a series of documents like Opinions on strengthening urban and rural community consultation,this has promoted the construction of deliberative democracy to practice level.In Shanghai,the construction of grassroots deliberative democracy as an important part of innovative social governance and strengthening grassroots construction,both theoretical discussion and empirical summary of its practice in the community has received much attention.The main problem of this study is the operation logic and practice of deliberative democracy in city community.In all kinds of articles that used theory and case analysis,this one uniquely used process event analysis method.Take the Party branch secretary of the community as a starting point,the representative deliberative democracy case of L community was deeply described in the way of narrative and descriptive.In the detailed description of the process of deliberative democracy,the logic chain and the operation details are clearly revealed and the logic and practice of the deliberative democracy on L community are multi angle explained.This paper begins with the pectination to theory about overseas deliberative democracy and practice in domestic city community consultation,and leads to the logical starting point in the context of China.Then this paper analyzes the development situation and present circumstances of the democratic consultation at the present stage in the urban community,and puts forward the case with the latest practice situation.Based on the convenience of practice in L community,a large number of relevant data about the construction and operation of L community democratic consultation were collected by means of participatory or non-participatory observation and unstructured interviews.It also makes a detailed analysis of the whole process of the L community democratic consultation platform,from preparing to operating and then to solve the practical problems.The elements and framework of community democratic consultation are presented,and on this basis,the author deeply analyzes and explains the function of each part.In this process,the flash point and weak points of democratic consultation in L community are exposed one by one.The reality of the plight of the community is also a common problem.Combined with theoretical analysis and practical experience in positive and negative aspects,this paper makes a strategic analysis of the existing experiences and problems in the process of the construction of democratic consultation in the end,expecting to provide some suggestions for the construction of urban community deliberative democracy.The theoretical significance of this paper is to build bridges for theory research and practice research by a new kind of case presentation.To make the theory emerges in the detailed practical description is conducive to the theory promotion and practice compromise of deliberative democracy.The practical significance lies in a typical case of a complete description,not only as a sample to explore the urban community grassroots deliberative democracy operation,but also can be used for comparison and reference,and then find the best path to build the deliberative democracy system in urban community.
