Research On The Current Situation And Reform Countermeasures Of The Management System Of Tianhe Science Park

Science parks generally refer to industrial parks where high-tech enterprises gather and develop.In China,government-led science parks play an indispensable role in the development of local economy and society.They are an important force to promote the development of local economy and society,and also an important reference for the construction and development of other types of science parks.Tianhe Science Park is one of the first batch of state-level high-tech industrial parks approved by the State Council.Its predecessor was Guangzhou Tianhe High-tech Industrial Development Zone,which was established in 1991.In 1997,the Guangzhou Municipal Government adjusted the management system and geographical scope of the high-tech zone.Guangzhou Tianhe High-tech Industrial Development Zone was renamed as Guangzhou High-tech Industrial Development Zone,and implemented the "One District and Multiple Parks" management system.The original Guangzhou Tianhe High-tech Industrial Development Zone established the Tianhe Science Park in the Tianhe section,which laid the current planning pattern.On the basis of Tianhe Science Park,Guangzhou Tianhe Software Park was established in 1999 and Guangzhou Tianhe Intelligent City was established in 2012.Tianhe Science Park is the most intensive National Software Industry Base of software companies in South China.In the industry,there was a saying that "there is Zhongguancun in the north and Tianhe Software Park in the south".However,in the new wave of innovation and development,the park is facing many system problems,such as the mismatch between the status and functions of the management institutions,the lack of appropriate authority for examination and approval,the poor relationship with the local Tianhe District government and its functional departments,the lack of corresponding autonomy in selecting and employing personnel,the lagging internal management system,the lack of innovation in working mechanism,the imperfect public service system,etc.As a result,the park's breakthrough innovation and entrepreneurial achievements are few,and its contribution to regional economic growth is declining,and its development is facing bottlenecks.The article takes the management system of Tianhe Science Park as the research object,mainly uses literature research method,empirical research method,comparative analysis method and other research methods to carry out analysis and research on the development process,management system changes and existing problems of Tianhe Science Park,and analyze the causes of the problems.And draw on the advanced management experience of the same type of science parks at home and abroad such as Singapore Jurong Industrial Park,Beijing Zhongguancun Science Park,and combined with the theory of economics and management,such as ternary participation theory,new public management theory and new public service theory,the article proposes ideas and countermeasures to reform and optimize the system and mechanism of Tianhe Science Park.That is to strengthen the management main body status of the Tianhe Science Park Management Committee,reasonably grant relevant administrative authority,rationalize the relationship with the Tianhe District Government and its various functional departments,and build an efficient and professional internal management system and operational mechanism.At the same time,actively introduce a multi-participation mechanism,build a high-quality talent team,build a market-oriented and professional public service system,and strive to break down the barriers of its system mechanisms.The reform and perfection of the management system of Tianhe Science Park needs to be promoted continuously by linkages between the upper and lower levels.It needs not only the strong support of the superior government,but also the specific measures formulated and implemented by the Tianhe Science Park Management Committee according to its own characteristics,constantly exploring and innovating,so that the park can embark on a healthy,rapid and sustainable development path.
