As a world leader and leader of developing countries,China has been trading environmental deterioration for high-speed economic growth,which has led to the current environmental problems.Faced with the pressure of emission reduction from the international community and the increasing domestic energy consumption,energy conservation and emission reduction are urgently needed.These dual pressures force China to change its energy structure as soon as possible,improve energy efficiency,reduce carbon emissions,renewable energy and clean energy,which have become the center of solving these problems.Using renewable energy instead of traditional energy can effectively reduce.Pollutant discharge.The development of distributed generation is of great significance to alleviate the pressure of emission reduction and improve environmental governance in China.As a powerful country in the world,China is actively seeking ways to replace traditional energy sources and striving to adjust energy structure.As a new generation technology,distributed generation has many advantages,such as high energy efficiency,low environmental load,self-absorption of users,reducing long-distance power loss,and so on.At present,the development prospect of distributed generation in China is good,but the technology limitations and lack of legal regulations lead to the stagnation of the development of distributed generation in China.Distributed generation has many advantages,which centralized generation and traditional generation do not have,so it can make up for the shortcomings of traditional generation,but also avoid the environmental limitations of centralized generation land,and has a promising future.However,the lack of core technology,inadequate supporting services,chaotic management and lack of legal regulations have led to the difficulties that hinder the development of distributed generation in terms of actual market access,pre-construction,post-operation,personal rights protection and long-term development.On the basis of analyzing and studying the existing legal system and policy of distributed generation,this paper selects several representative countries abroad,analyses and compares their mature legal regulations and development paths in the field of distributed generation,and sums up the viewpoints and methods that can be used for reference in our country.In view of the existing legal regulations in our country,this paper focuses on power generation qualification,pre-construction and post-operation.From the perspectives of bank,subsidy means,individual rights protection and long-term development,this paper summarizes the practical problems facing us today,makes use of our own knowledge and refers to the successful experience of foreign countries,and puts forward pertinent suggestions to improve the above-mentioned problems,so as to promote the long-term development of distributed generation in China.The research content of this paper is mainly compiled from the following aspects:The first part is the introduction,which introduces the research background,purpose and significance of the legal regulation of distributed generation,and summarizes and analyses the representative literature at home and abroad.In the second part,the concept of distributed generation is explained,and the theoretical basis of distributed generation is summarized according to the necessity of distributed generation.In the third part,three countries,Denmark,the United States and Japan,which have relatively perfect legal regulation of distributed generation abroad,are selected to study and compare their respective legal regulation of distributed generation.This paper analyses the commonness and individuality of the legal regulation of distributed generation in these three countries,and summarizes them for our reference.The fourth part summarizes the specific content of the current legal regulation of distributed generation in China,and then analyses the shortcomings of the current legal system of distributed generation in China based on the actual problems,and puts forward the problems from six perspectives: generation qualification,pre-construction,post-operation,subsidy means,individual rights protection and long-term development.The fifth part is to give specific suggestions for the improvement of the six issues in the fourth part.Through the analysis of the problems existing in the legal system of distributed generation in China,this paper puts forward some suggestions for improving the legal system of distributed generation in China.They are: to improve the qualification of grid-connected main body;to improve the relevant policies at the time of establishment;to improve the relevant policies of grid-connected operation;to use various economic means to promote the development of the industry;to improve the protection and relief of individual users;and to attach importance to research and development and technology promotion.
