The informal economy occupies a large proportion of the entire national economy,and plays a function of reducing unemployment and maintaining social stability in social operations.The development and change of the informal economy are closely related to the intervention and control of local governments.The governance of the informal economy by local governments reflects the development characteristics of the entire era and the governance capabilities of government modernization.With the development and transformation of society,the informal economy has become incompatible with the urban development order,local governments have gradually stepped in and regulated the informal economy.The author takes the city’s unlicensed passenger tricycle as an example to explore the local government’s governance strategies and the rise and fall of the unlicensed passenger tricycle market in the process of urban modernization.The research in this paper mainly focuses on the practice of local government governance over the management of unlicensed passenger tricycles.In specific practice,there are interactions and actions between higher-level governments,same-level governments,local governments,and unlicensed three-wheeled bus owners.The article mainly explains the local government’s governance behavior of unlicensed passenger tricycles through the organizational system environment and social scenarios in which the local government is located.The local government’s governance behavior and governance strategies have changed the actions of the passenger tricycle practitioners what in turn affects the changes and rise and fall of the three-wheeled passenger car market.The study found that in the governance process of the city’s unlicensed three-wheeler passenger market,the institutional environment of the organization and the local special environment affected the local government’s governance strategies for the unlicensed three-wheeler market,which in turn affected the local unlicensed passenger market.The rise and fall of the tricycle market.The special governance policies issued by higher-level governments and the positive response of local governments have become the organizational system background and governance pressure of the local governments’ governance.The local governments in this area have adopted governance strategies of follow-up governance,"strip" integration,and identification management.The unlicensed passenger tricycle market is under centralized governance.However,the "sports" of this governance has become a constraint on the regularization and institutionalization of the management of unlicensed passenger tricycles,that is,the governance of unlicensed passenger tricycles cannot be incorporated into the organization’s daily assessment system and bureaucratic governance.At the same time,the market order of the local unlicensed passenger tricycle market has changed from a spontaneous order to a remodeled order,and finally presents a state of"hidden" regularization.It can be seen in this practice process that in the management of unlicensed passenger tricycles,local governments occupy an active and strong position,and the market does not form an organized direct confrontational force,more of which comes from the indirect antagonistic force of survival logic.
