Research On Community Care Service:a Perspective Of Collaborative Governance

Faced with the aging of the population and many problems of community pension services,the government's traditional governance mode has become inefficient.So,the government has proposed to build a community pension care service mode with under lead of government and a multi-main-body to participate.Community care service is an important cornerstone of the harmonious development of the vision of a better life for the people.How to improve the effectiveness of community care services,and then it is of great significance to promote the development of community care services.Based on the current research results of scholars,this study adopted the new public service theory,collaborative governance theory,the welfare pluralism theory,and the Masnone hierarchy of needs theory,which was supported by the survey data of the community care service providers and demanders in Nanjing.Combined with comparative analysis methods,questionnaires,interviews,social network analysis methods,statistical analysis methods and other research methods,the current community care services and the causes of problems are analyzed.It also analyzed the feasibility and necessity of community care services in the context of collaborative governance,meanwhile it analyzed the responsibilities of multi-subjects.Then built a governance mechanism for community care services.The last From the three aspects of government function transformation,innovation cooperation mechanism and improvement of legal security system,the development strategy of community care service was proposed.This study proposed that the government should increase its efforts to change the “single”governance thinking into “multi-governance” in response to the problems of “officials in government functions” and “involvement in social organizations”.Meanwhile,the government needed to strengthen mutual cooperation with multi-subjects,and constructed governance mechanisms for community-based aged care services in the context of collaborative governance from three aspects: formation mechanism,process mechanism and guarantee mechanism.In order to promote the effective development of community care services in the context of collaborative governance,first of all,the government should accelerate the transformation of functions,actively foster the participation of multiple entities,and stimulate the vitality of social participation.
