The Government Guides Non-profit Social Organizations To Participate In Community Home Care Services

At present,our country is in the transition period from traditional society to modern society.The fertility level is continually declining,the aging rate of population is obviously accelerating,and the average family population is gradually declining under the influence of family planning policy.The word "old-age" has become the pain of the public.In order to alleviate the heavy pressure of family pension,many possibilities have been explored in the way of pension in China.As a new service model for the aged,the community home-based pension service mode refers to the old-age service mode that the government and social forces rely on the community to provide daily care,domestic service,spiritual consolation and other services for the elderly at home.It is a supplement and renewal of the traditional family-based pension service mode.Over the past two decades,non-profit social organizations in China have developed rapidly.They have been able to integrate various kinds of social endowment service resources and better solve the practical problems of elderly residents.They have gradually become an important organizational force to promote the development of community home-based endowment service model.Because the development of non-profit social organizations in China is not very mature and has its own limitations,various problems have arisen in the process of providing community home-based pension.As the main force of community home-based pension service,the government plays its role in providing policy for non-profit social organizations to participate in community home-based pension service.This paper takes the "heart-to-heart" Service Center for the elderly in Nanjing,Jiangsu Province,as a case study.By using the methods of questionnaire survey and individual interviews,the author deeply understands its development status,operation mechanism,studies and analyses the practical experience and problems of non-profit social organizations participating in community home care service.Drawing on the advantages of Japanese non-profit social organizations in participating in home-based pension services,taking their essence and discarding their dregs,and on the basis of our national conditions,we try to guide the non-profit social organizations for our government from five aspects: defining the function orientation,perfecting the relevant supporting system,promoting the construction of talent team,and establishing a multi-financing mechanism.Social organizations participate in the healthy development of community home-based pension services to provide reference,further promote the community home-based pension model.
