Public Services Spillover:Study On Supply Of Home-based Care Under The Cooperation Of Government And Social Organizations

New Era, population aging becomes a general trend worldwide.China has also opened up the process in the late 1960s and entered the aging society in 1999, still facing the "old before getting rich" dilemma. At present, the aging population of YC street has reached 12%, while the potential of the aging population even more than 19%, thus YC street has been facing severe pressure on pension.Leling day-care center aiming at "the elderly as the center" is the center of home-based care. Specifically, YC street packsthe home care work toLeling day-care center, and provides financial and policy support. As a private non-enterprise nature of social organization, a cooperative relationship between Leling day-care center and YC street changes the public service functions in cross-border, public services spillover.From this perspective, the study follows the main line of cooperation between the Government and day-care service organizations, including public services spillover and Leling’s structure and function, home care service delivery process and focusing on the process of service under the cooperation.Then I discuss the plights and outlets on supply of Home-based Care under the cooperation, which means home care and community governance system.The study concludes that the public service spillover establishes the foundation of the legitimacy and legality of the cooperation to some extent, and the interdependent on services is the inner mechanism.But the asymmetry of resources also results many difficulties in cooperation.Therefore, from the perspective of the public services spillover, establishing cooperation of multiple subjects on home care system is the basic direction of the future, and an effective way to improve the quality of life of older people, also anuseful exploration of community cohabitation.
