Research On Function Embedding Of Community Home Care Service By Non-qrofit Organizations

China has entered the "silver hair" era and the population is aging.How to provide for the elderly,where to go for the elderly,and who will provide for the elderly has become a topic of more social concern.The formation of the "4-2-1" family structure,high population turnover,and a fast-paced modern lifestyle have made the traditional way of family care for the elderly unable to meet the needs of today's elderly.In 2019,the government work report proposed that old-age services should be “blocked”,“pain points” should be eliminated,development obstacles should be broken,market mechanisms should be improved,and the community should be supplemented on the basis of continuous improvement of national systems.In recent years,the HeilongJiang Provincial Party Committee and the provincial government have attached great importance to the development of the elderly care industry.In the field of community home services,the government has given great support and introduced social forces to increase supply.The Civil Affairs Department of Heilongjiang Province actively promotes reform.In 2016,Harbin became the first pilot area for home and community pension service reform supported by the central government of our province.As the community home care service in our province has just started,there are bound to be many problems.For example,the community home care service has a low level of professionalism,narrow pension coverage,insufficient government financial investment,and no standardized service evaluation system.Faced with these problems,non-profit organizations with flexibility,diversity,and voluntary characteristics can be introduced to form a multi-participation pension model to alleviate the imbalance in the supply and demand of pensions in our province.However,there are few non-profit organizations in our province,and we need to learn from the earlier provinces and cities' experience to improve and develop our province's non-profit organizations to participate in the construction of community home care service systems.Therefore,this is also the focus of this study.This study uses questionnaire surveys,personal interviews,and comparative case analysis methods.Based on the theory of demand spillovers and social embeddedness theory of social organization theory,this article introduces two types of non-enterprise operations based on Beijing A Zhuolao Canteen and Guangzhou B Zhuolao.mode.Analyze the functional mechanisms embedded in non-profit organizations in the provision of community home care services(taking elderly meal service as an example).The study found that effective resource allocation includes resource efficiency and resource utilization.The key to the survival of non-profit organizations in market competition is resource efficiency,which depends on the choice of non-profit organization's functional path and whether social needs have reached effective resource allocation.Based on the above research conclusions,I hope that in the process of participating in community home care services for non-profit organizations,our province will improve its "blood production" ability,and stand out in the fierce market competition,providing a more efficient and high-quality supply of care services path.
