In this era of social development, the reform of the supply system for the public service in China's rural areas is significant. Through analysis on the incentive mechanism and ownership, the author ravels out that the current"Mono-centered supply system for public service"is the leading cause of the supply malfunction.One of the suggested solutions is that independent clients could utilize self-governance so as to achieve sustainable common interests in case of hitchhiking, fainaiguing and opportunism. Three requirements are entailed the new system: (1) more options should be proposed at the initial stage of self-governance; (2) the clients should strengthen their self-governing capabilities; (3) extending the clients'self-governing capacity for public supply without any external coordination or assistance. For the purpose, a"Multi-centered"governance system is a reasonable way out.As the rationale of self-governance theory, Spontaneous Order plays an important role in the process of information searching, coordinating and source allocating among all the participants.According to the Contract Mechanism, public service supply in rural areas is regarded as one kind of market transaction. And the Contract Mechanism ensures the minimization of transaction costs. All the mechanisms pave the way for the"multi-centered"governance. In the process of reform, sound social capital should be injected to improve mutual trust among people so that the transaction costs can be minimized while economic activities and the efficiency are increased. With more and more less-stratified and collective memory-lacking villages, evaluation on the Action Capacity of different villages should be taken into account for social capital cultivating in the rural areas.The improvement of systematization and nongovernmental strength in the rural areas will push forward the establishment of the country community with favorable market, democratic, legal and justified way. It is well-founded that a"Civil Oriented"country community is sure to grow up with the shifting from the"mono-center"system to the"multi-centered"system and the washing out of the"Official Orientation".
