Research On The Rural Pension Of Zhoushan Fishery From The Perspective Of Service-oriented Government

It is the same as in China,almost every country in the world to be faced with a problem of aging population issues.The latest statistics in China reveals that the number of people aged 60 and above in the country is 2308,600,accounting for 16.7% of the total population.The increasing base number and the progressively increase rate of elderly people became two features as the current situations of China's population structure.Since the reform and opening up policy has been taken for 40 years,the government has pay the most attention on the economic development.As a consequence China is still a developing country due to imbalanced and insufficient development situation,although China has made great achievements in the field of economy.Recently,in pace with increase attention rate of people's livelihood,our government is taking great pressure of pension problem which under the circumstance that the economy is not yet developed.The population aging problem is also very significant in China's east coast area which is more developed.Especially Zhejiang province is 0.7 percentage points higher than the national average,and Zhoushan is the severest city in the province which is 25.17%.Due to the special geographical environment of the islands and the influence of the policy of "small island migration and big island construction",not only common problems of China's rural pension existed in Zhoushan,but also its particularity.Since the 18 th national congress of the communist party of China(CPC),in governance reform and innovation,the construction of a law-based government and a service-oriented government has been stressed.The rural public service is an arduous task on the way to improve the public service system.In such a grim period of aging problom,old-age service in islands rural areas as major issues have to be solved to build a service-oriented government.In recent years,Zhoushan government has been transforming into a service-oriented government,accelerating the construction of new islands rural villages and focusing on improving people's livelihood.In this paper,it is of great significance and good effect to guide Zhoushan islands rural pension in the theory of service-oriented government.At the present stage,Zhoushan islands rural area is still suitable for home care mainly,supported by community pension,and supplied by institutional pension for pension service system.The service-oriented government theory as the analysis of theoretical basis has been taken in this paper,and pension of Xiushan town of Zhoushan city has selected as a typical case study.As a result,many problems founded: the hysteretic infrastructure construction of island transportation,the funding deficiency of pension system,the backward medical conditions and the lack of spiritual and cultural life as elderly empty nesters living in an island.This article is going to analysis the issues of pension systems between Zhoushan islands rural with Japan and New Zealand which two developed countries all have mature pension service systems.And the paper attempts to put forward the countermeasures to solve the problem of islands rural pension.Such as: we will formulate a new pension development policy in the islands rural areas which combining the actuality in Zhoushan and take pension service system construction as a key work in the improvement of people's livelihood;we will accelerate the development of the rural economy by developing the islands tourism industry,the aging industry,and encouraging old people to rework;we will vigorously develop the infrastructure for islands rural areas;we will build a rural home-based care system for rural residents,mainly based on home-based care,supplemented by various forms of old-age care,and develop diversified investment in the old-age industry;we will improve the service quality of home-based care center and enrich the leisure life of the elderly;we will advocate the inheritance of filial piety in the construction of new islands rural by strengthening the filial piety culture education and setting up an exemplary person of filial piety.
