Research On The Functional Issues Of The Chinese Grassroots Government In The Rural Mental Pension Work

The report of the 19 th National Congress of the Communist Party of China pointed out that the issues relating to agriculture,rural areas and rural people are of great importance to national economy and the people's livelihood.It is an urgent mission to deal with the issues relating to agriculture,rural areas and rural people.The aging population society indicates that the aging issue in rural areas has increasingly become a serious problem.Meanwhile,the rate of empty nest elderly in rural areas is rising.Their spiritual endowments need can not be satisfied.The service provided for the elderly in rural areas is one of the important performances of the state and the party's attention to the people,which focuses on the improvement of their conditions.As one kind of public services,the service for the elderly not only pays attention to the physical condition of,but also to spiritual status.However,the services provided by the basic unit governments weigh too much on physical conditions.Therefore,it is of great importance to make researches on functions of governments in the process of providing services for elderly people in rural areas.This paper analyzes the functional issues in the process of rural spiritual endowments from the aspects of basic unit governments.To begin,it defines the meaning of spiritual endowments and basic unit governments functions.Then,it analyzes the functions of basic unit governments in rural spiritual endowments including policy and concept guidance function,technology and capital support function,social resources integration function,supervision and control function and social security function.Furthermore,it seeks out the reasons for functional issues through five aspects,respectively consciousness,institution,system,economic foundation and participants.Finally,it provides recommendations from the aspects of consciousness guidance and institutional norms.
