Civil servants are the specific executors of government functions,and play an important role in decision-making,organization,coordination and control in the operation of state administration.Civil servant training is an important way to strengthen the capacity building of civil servants,and is the key to enhance the competitiveness of civil servants and build a strong government.As the last link of training,the evaluation of civil servant training effect has always been the weak link of civil servant management,and its theoretical reserve and practical experience are extremely deficient.Through analyzing the latest research results of civil servant training effect evaluation at home and abroad,this paper sets forth the theoretical basis of civil servant training effect evaluation research.Furthermore,by drawing on advantages and disadvantages through analysis and comparison of classic training effect evaluation theories and models including Kirkpatrick four-layer evaluation model,Hamblin five-level evaluation model,Kaufman five-level evaluation model,Phillips five-level investment return model,CIRO model and CIPP model,together with a comprehensive consideration of the real research conditions,this paper uses Kirkpatrick model as the research blueprint,adopts the pre-selection and expert consultation as the method in determining the evaluation index of civil servant training and education,and employs analytic hierarchy process and fuzzy comprehensive evaluation method in index weight determination,then finally comes up with a simple,scientific-effective,easy-to-operate practicaland versatile civil service training evaluation index system.Through questionnaires,interviews,tests and comparisons to obtain data,the above evaluation index system is used to evaluate and analyze the training examples of civil servants in cadre education and training institutions such as Shaanxi Administrative College.The results show that the overall evaluation of the training effect of civil servants in cadre training institutions such as Shaanxi Administrative College is good,among which the learning level has a higher score,and the evaluation is good;the second is the response level,the third is the result level,and the last is the behavior level,and the evaluation is good.From the questionnaire survey,more than half of the trainees are satisfied with the training teachers,training methods and training content,and think that training can help improve their personal ability.From the examination results,the proportion of good results in policy theory,professional knowledge and public basic knowledge is 6-80%.From the interviews,the interviewees believed that the trainees' working attitude,performance,working ability,organizational cohesion,working efficiency and service level of the trainees' departments hadbeen improved to varying degrees.On the basis of quantitative analysis of the effect of civil servant training in cadre education and training institutions such as Shaanxi Administrative College,this paper qualitatively analyses the existing problems of civil servant training,namely,lack of initiative and enthusiasm in civil servant training,unscientific methods and contents,unreasonable allocation of channels and resources,and imperfect evaluation and evaluation mechanism.The countermeasures to improve the effect of civil servant training are put forward,that is,to improve the incentive and restraint system of civil servant training,to enhance the pertinence and systematicness of civil servant training,to broaden the channels and resources of civil servant training,and to improve the evaluation mechanism of the effect of civil servant training.
