At present,China is in a critical period of economic transformation and industrial structure upgrading,which needs large numbers of skill-leading talents as support.Vocational education,as the main basic force for training skill-leading talents,is far less devoted and concerned than regular education,which leads to a serious of problems,such as the shortage of quantity,unbalanced structure and low quality,of skilled talents,especially skill-leading talents.On the other hand,with the continuous expansion of regular higher education,large numbers of college graduates appear to be unemployed after graduation.Correspondingly,a large scale of “labor shortage” appeals in many areas,especially for the shortage of skilled talents.It shows that the educated unemployment phenomenon of “over-education” is beginning to appear in China.For the said phenomenon of“market failure” which exists at the same time as “over-education” and “labor shortage”,without the technical support of skilled-leading talents,the latest achievements of scientific researches can hardly be transformed into actual productivity,not to mention creating first-class products and first-class brands,and then it will be difficult to get a toe-hold in the highly competitive international market.To train skilled-leading talents,we must have a scientific management mechanism.Therefore,to strengthen the training of skilled-leading talents,promote the development of human resources,improve the skill level of workers and serve the socio-economic construction in a better way,it is necessary for studying the training and management of skill-leading talents to analyze and study the government management mechanism of training skill-leading talents,accurately grasp the role of the government in training of skilled-leading talents,fully fulfill government duties and construct an environment in which skilled-leading talents could grow up rapidly.How the government use its functions to solve the bottlenecking problems in training of skill-leading talents and establish an effective government management mechanism is now a matter of urgency.This paper,centering on the current situation of the Linyi City government management mechanism of training and developing skill-leading talents,conducts an on-the-spot investigation and research,which can make the public administrators of Linyi City to have a basic understanding of current situation and existing problems of the government management mechanism of training and developing skill-leading talents.This paper also proposes development ideas of the government management mechanism of training and developing skill-leading talents that suit with the current reality of Linyi City,and provides a reference for the innovation of Linyi City governmentmanagement mechanism of training and developing skill-leading talents.Linyi City is only one case in training and developing skill-leading talents of our country.Through the research of Linyi City,combining advanced talent training experience at home and abroad,this paper provides experience for training and developing skill-leading talents in other places.
