With the rapid development of China's economy and the increasing concentration of lifeline projects such as subways,water supply and power supply,population and property will be seriously damaged in the event of a disaster.After the disaster occurred,in order to reduce losses,improve the efficiency of disaster emergency rescue,rationally solve the distribution of disaster emergency relief supplies,and improve the disaster emergency logistics management mechanism,it is a key issue in the field of disaster emergency rescue.After the disaster occurred,the victims urgently needed relief materials during the evacuation and rescue phase,including materials such as people's livelihood,life,medical care,etc.,to appease the panic of the victims through the supply of materials.However,because the government lacks a comprehensive plan for planning relief materials distribution centers and lacks a mechanism for managing relief materials logistics,some of the shortages in the supply of materials for the victims have been insufficient.In the past few years,the changes in consumer behavior in China,and the distribution centers between suppliers and retailers have also begun to propose logistics to achieve change.China's logistics industry has been greatly developed,and logistics practitioners have built a complete set of efficient management models from the handling,sorting,packaging,management and transportation of goods.By analyzing the factors affecting the location of emergency logistics distribution center and the arrangement of emergency rescue materials,the main constraints of the emergency logistics location-path problem model are constructed: demand constraints,time constraints and resource constraints.Combined with the actual purpose of emergency rescue after an emergency,and with the shortest delivery time as the main goal.After determining the model objectives and constraints,this report establishes a mathematical model of emergency logistics location-path problem through a combination of quantitative and qualitative methods.Through literature research and field interviews,we will understand the situation of demand,supply and distribution of relief materials after disasters,and analyze the characteristics of disaster relief material distribution centers in terms of location,transportation and space functions,and formulate plans for the government.The plan provides a reference.Similar to the large-scale and longdelayed disaster of the 512-magnitude earthquake,the homeless victims immediately faced four basic livelihood issues of food,clothing,housing,and transportation.In the case of limited supplies,how should the emergency administration department Scheduling materials and quantity can balance the individual's needs with the overall fairness and balance,which is a difficult problem for emergency material dispatchers.Based on the non-cooperative game theory,the problem of disaster emergency allocation is transformed into a two-tier planning model.The upper layer is the problem of material distributors,and its objective function is the minimization of the fairness gap;the lower layer is the material demander problem,and its objective function is to maximize the satisfaction.Finally,the situation is solved by the situation analysis method to realize the balanced and fair distribution of disaster materials.Combining with the private logistics management model,the mechanism of disaster contract expropriation management is constructed,and the functions of the distribution center are fully utilized.Taking a market update and reconstruction in Wenchuan as an example,the functions and commitments of the city-wide material distribution center are analyzed in detail.The role of in-depth discussion and logistics management mechanism combined with civil logistics to ensure that the logistics center can assume responsibility for the delivery of materials in the event of an earthquake.
