Study On The Reform Of Administrative Examination And Approval System In Ganyu,Lianyungang

With the continuous deepening of reform and opening up,China's administrative examination and approval system reform has made great achievements.The market plays an increasingly important role in resource allocation.But excessive government regulation has become a hindrance.How to promote the reform of the administrative examination and approval system to adapt to the development requirements under the "new normal" situation has become a huge challenge faced by governments at all levels in China.The reform of the administrative examination and approval system has become an important means to break through the constraints of the traditional administrative management system,rationally reorganize the examination and approval resources,reorganize the examination and approval institutions,build a service-oriented government,and optimize the service management functions of the government.It is also one of the most important components of the reform of the “distribution service.”Using the reform of the administrative examination and approval system in Lianyungang City as a sample,the paper analyzes the results and difficulties,studies the reasons,and hopes to put forward some useful opinions or suggestions.Firstly,study relevant theories,sort out the theoretical development of foreign and domestic approval and examination and approval systems,and then combine the field research,expound the general situation of the reform of the administrative examination and approval system in Lianyungang City,enumerate the main results,and then find out the problems in promoting the reform of the administrative examination and approval system.Such as administrative power transfer and authorization are not in place;management level is backward and it lack of incentive system in the organization;it is difficult to connect upper and lower levels;the development bottleneck of process reengineering is coming.Then analyze one by one and explore the causes of the problems:the existing interest pattern becomes the bottleneck and obstacle of the reform of the examination and approval system;as a management organization of the administrative examination and approve,its lever is backward.the upper and lower levels are not flat,the subject of legal responsibility are not clear;Old thoughts are deeply in heart and become the bondage of reform and other reasons which like above those.Subsequently,in order to explore an effective reform path,a series of countermeasures and suggestions were put forward to promote the reform of administrative examination and approval system in Ganyu district,Lianyungang city,included breaking the pattern of departmental interests,optimizing the process of the administrative examination and approval and improving the efficiency of administrative examination and approval;strengthening the network of administrative examination and approval;strengtheningthe construction of the incentive system,improving the administrative examination and approval management level;strengthening policy guidance and local legislation;changing the mindset,improving the business environment,changing the style of service;improving and making innovations in the reform of administrative examination and approval and its supporting systems,strengthening supervision on the job and after the event.It is hoped that these proposals can innovate the operational system and mechanism of regional administrative examination and approval,It is that not only could it improve the efficiency of administrative examination and approval,but also it could promote the comprehensive deepening of the reform of administrative examination and approval.
