Research On Community Correction In High-tech Zone(New Urban Area) Of Urumqi City

Community corrections originated in the United States in the early 20 th century.The purpose was to alleviate the problem of too many prison criminals.As a means of social governance and punishment enforcement,it is essentially different from imprisonment correction.The purpose of community correction is to correct and eliminate the vices and criminal psychology of prisoners,improve their ability to adapt to society,integrate them into society smoothly,reduce the possibility of prisoners committing crimes again,and finally achieve the goal of maintaining social stability and harmony.Community correction work requires the cooperation and joint efforts of specialized state organs,social groups,civil organizations and social volunteers,which is conducive to optimizing the penalty structure,improving the quality and efficiency of punishment,and saving the cost of execution.This is the embodiment of the progress of the rule of law in the country.Community correction is a foreign language for China.It was only introduced in 2002 and introduced into China.In July 2003,community corrections were established in Beijing,Shanghai,Shandong,Zhejiang,Jiangsu and Tianjin through investigations and research by government departments and relevant experts.Pilot,and slowly spread to the country in October 2009.In the "People's Republic of China Criminal Law Amendment(8)" for the first time,the prisoners were required to implement community corrections.On March 1,2012,the "Community Correction Implementation Measures" was promulgated,which means that China's community corrections have entered a scientific and rational professional community correction.At the working stage,but because China has introduced a community correction system for a short period of time and less experience,there are still some problems,and it is still in the initial stage of exploring and learning.For Urumqi,the introduction of time,practical experience,and the construction of expert teams have a large gap compared with the developed coastal areas.It is necessary to further study and study,accumulate practical experience,and narrow the gap with developed coastal areas.This paper selects Urumqi High-tech Zone as the research object,aiming to discuss the high-tech community from the perspective of social work through field visits,reading relevant materials and literature,drawing on relevant domestic and international communitycorrections,practices and experiences,and combining relevant theories.Correct the development status and existing problems,and try to put forward corresponding ideas and suggestions for the corresponding problems.I hope to provide some immature suggestions for the development of community correction work in the High-tech Zone and Urumqi.
