Research On The Implementaion Pathways Of Community Smarter Aged-care In Ningbo Under The Internet Plus Action Plan

Official statistics shows that the elderly population has reached more than 200 million in China.Population of aged people,as well as the demands of aged care,kept increasing in recent decades.Home care is still the dominant way in the whole aged care system in China.This traditional way of aged care can neither meet the requirements of industrialization nor the trends of informationization and standardized management in modern society.Meanwhile,it is also difficult to manage and rationally allocate healthcare resources because of its large economic cost,limited benefited population and unified quality and standards in aged care.Current aged care situation is far behind the rapid pace of aging in China.This paper aims to explore a smart aged care approach to solve existing problems in home care,to narrow the gap between out-dated aged care and rapid aging pace,and to effectively bridge home care to aged care facilities.Smart Aged Care(SAC)is to establish a digital information platform that covers emergency assistance,living services and home care through the Internet information system.Aged people who meet the inclusion criteria can receive corresponding aged-care services through this platform.Aged-care skills,advanced innovations in aged-care management and Information technology were integrated in this so-called SAC platform.This article systematically studies the theories,developmental trends and practice of aged-care through a combination of quantitative and qualitative method.Literature review,field investigation,questionnaire surveys and expert consultations were applied to analyze the necessity and feasibility of implementing the SAC service in Zhejiang.Finally,with a comparative study conducted on existing smart aged care services domestic and overseas,the framework of SAC and other specific issues,such as the advantages,organizational structure,service contents,healthcare providers,service methods,information platform construction and operational mechanisms during the delivery of smart aged care were summarized and refined.Ningbo was chosen as an example to analyze current status and problems of existing aged careindustry,and thus to provide effective strategies and advices for implementation of the SAC service in Zhejiang Province.This article also provides evidences for aged care administrative departments at all levels to form relevant policies,and thus supplies elderly people with better services and improves their quality of life.
