Research On The Practice Of Socialist Deliberative Democracy In China's Urban Communities

In recent years,socialist deliberative democracy has flourished in China and has gradually moved toward grassroots practice and practiced social affairs management in urban communities.Since the 18 th Party,the Party Central Committee and the State Council have successively issued "Opinions on Strengthening the Construction of Socialist Deliberative Democracy","Opinions on Strengthening Consultation between Urban and Rural Communities",and "Notice on Deepening the Consultation Work between Urban and Rural Communities" and other policy documents.Guiding and regulating the vigorous development of socialist deliberative democracy practice in China's urban communities.In a sense,it is conducive to promoting the process of democratization and modernization of urban community governance.On the basis of systematically expounding the basic theory of socialist deliberative democracy in our country,this paper takes the investigation materials from the X-departmental democratic practice in Xi'an as the research object,and deeply analyzes the operational mechanism and basic effects of the socialist deliberative democracy practice in China's urban communities.There are problems and reasons,and then put forward suggestions for promoting the further development of socialist deliberative democracy in urban communities in China.This article is divided into 6 parts.The first part of the introduction mainly expounds the background of the topic,the meaning of the topic,the research literature at home and abroad,the research ideas and methods,the difficulties and innovations of the thesis.The second part is an overview of China's socialist deliberative democracy theory,mainly about the connotation,constituent elements,basic characteristics,formation and development process of socialist deliberative democracy and its unique advantages.The third part is the development process and era value of socialist deliberative democracy practice in urban communities in China,expounding the meaning of socialist deliberative democracy in urban communities and the basic characteristics,analyzing the development process and the value of the socialist deliberative democracy in urban communities.The fourth part is the operational mechanism of socialist deliberative democracy practice in urban communities in China,from the subject of negotiation,the content of consultation,the method of negotiation,the type of negotiation,the negotiation procedure and the negotiation results and so on,specifically describing the operational mechanism of socialist deliberative democracy practice in urban communities in China.The fifth part is the effectiveness and problems of socialist deliberative democracy practice in urban communities in China,taking X community in Xi'an as an example,studying the main achievements and main problems in the practice of deliberative democracy,and the reasons for the problems.The sixth part of the proposal to promote the development of socialist deliberative democracy in urban communities in China,starting from the urban community consultation method,the consultation system,etc.Suggestions on promoting the development of socialist deliberative democracy in urban communities in China.That is to enhance the awareness of the participation of residents in urban communities,promote the multi-use of urban community consultation methods,improve the construction of relevant institutions for deliberative democracy in urban communities,and improve the quality of consultation in urban communities.
