Study On The Mechanism Of Sustainable Development Of Targeted Poverty Alleviation By Relocation In Southern Shaanxi

Under the call of China to achieve the goal of a moderately prosperous society in all respects by 2020,the task of improving poverty and maintaining the achievements of poverty alleviation is particularly urgent.Relocation is the "no.1 project" and "landmark project" of poverty alleviation,and the "tough one" among the "five groups".The study of relocation of immigrants from the resettled areas is not only conducive to understanding the current situation of relocation of immigrants from the resettled areas,summarizing the experience of relocation of immigrants from the resettled areas over the years,but also more conducive to the formulation of future policies,thereby improving the living conditions of poor people who are relocated from the resettled areas.In accordance with the basic idea of "problem proposal--logical framework construction--mechanism design in different dimensions",this paper studies the targeted poverty alleviation mechanism of relocation of resettlement workers in southern Shaanxi.Centering on the core problems in the implementation of relocation,namely to achieve stability,to get rich and sustainable analysis.In this paper,inherit and carry forward move for poverty alleviation in existing research,using deductive and inductive analysis,statistics and measurement analysis and the methods of questionnaire and case method,using sustainable livelihoods analysis framework to analyze the living condition of immigrants,strive to fully reflect the national and local immigration project progress,points out the insufficiencies of the existing and looking for future policy guidance.This paper sorts out and analyzes relevant literature on migration and relocation,and uses the traditional poverty alleviation theory and relevant studies on migration and relocation in southern Shaanxi to find the connotation,influencing factors,effect evaluation and historical process of migration and relocation in southern Shaanxi,and takes them as the theoretical basis.On the basis of reviewing the related literature,this article with the help of a research way for migration population sampling survey,according to data from descriptive statistics,and set up the eight dimensions to multidimensional measure of change of the poverty of immigration,including the condition of the voluntary situation,funds,settlement,social,education,employment,social security and income,corresponds to the local change of immigrants moved to move to draw,have to live,can get rich at the core of the goal.The double-boundary model(A-F model)was used to calculate the multidimensional poverty index,carry out the multidimensional poverty measurement for this part of the population,calculate the contribution rate of each dimension,and identify the factors that have the greatest influence on the multidimensional poverty,which served as the realistic basis of this paper.According to the theoretical and practical research results,the final attempt to build a targeted poverty alleviation mechanism for migration and relocation.The mechanism includes mobilization mechanism,the cost compensation mechanism,the livelihood assets in the mechanism,the placement employment mechanism,the social relation network promotion mechanism,livelihood ability development mechanism and the mechanism of writing seven sub mechanism,the mechanism to be short of one cannot,interaction,common for immigrants to move form a living in southern Shaanxi sustainable and effective policy guidance for migrants to.
