On The Application Of Policy Networks In Policy Diffusion

In an era that regional management and local experiments become popular tools in social management field,the policy tools mega cities adopt to treat local poverty play an important role in promoting national welfare supply.Yet,most of existing studies discussed general policies and local policies separately,few of them focused on the dynamic changes in policy diffusion.Under the guidance of policy networks theory,this study tried to make comparative analyses between Shanghai Basic Livelihood Security(BLS)and Seoul Basic Livelihood Security(NBLSS)and the process of their diffusion.On the basic of administrative documents,macro data and news delivery,this study conducted deep discussion upon the application of policy networks in the design of policy and in the process of local policy diffusion from three aspects: adaptation,adjustment and its influences on social structure.This study suggested three major findings:(i)during the adaptive process,policy in China spread in batches.Reasons could be attributed to the fact that local governments in China enjoy greater extent of freedom from central government and experience fierce competition from other local governments.However,division of policies in urban and rural areas in policy design provided convenience for this diffusion style.Policy in Korea spread in a direct way,and division of rules and fee enables the policy to be adaptative.(ii)upon adjustments,BLS co-worked with other poverty polices and polished the connotation in poverty service through the empowerments to individuals in poverty.NBLSS covered the foreigners in Korea and extended the extension of poverty service in order to fit the demand of familism tradition and economic needs.(iii)On the influences of policy diffusion,both two countries challenged the welfare levithan through encouraging the participation of social subjects.They also had effect on the floatation of people in poverty to protect social structure.In addition,policy instruments upon poverty protected the familism traditions in two countries.
