Research On Public Participation In The Work Of The National People's Congress

In China,the system of the people's Congress is a fundamental system to protect the people's ownership and an important carrier of the orderly political participation of the public.With the awakening of public democratic consciousness in China in recent years,the enthusiasm of public political participation is becoming more and more strong.How to play the role of the people's Congress as a power organ,supervision organ and public opinion representative organ,to improve public participation in the work of the people's Congress and to respond actively and effectively to public concern is a subject worth studying at present.This paper uses participatory democratic theory,public participation ladder theory and political democracy and democratic administrative theory to study public participation in the work of the people's Congress.From the current situation and existing problems of public participation in the work of our National People's Congress,this paper summarizes the innovative practice of the local people's congresses at all levels.Taking the Gaochun District People's Congress and its Standing Committee of Nanjing as an example,the author summarizes the way of public participation in the present work of the people's Congress in Gaochun District,and makes a deep analysis of the reasons for the relatively narrow public participation,the relative lack of participation in enthusiasm,the lack of the role of the people's Congress,and the few information disclosure of the people's Congress.The local people's congresses at all levels should strengthen the system construction of the public participation in the work of the people's Congress and the public participation in the legislative work of the people's Congress,the supervision of the people's Congress and the communication of public opinion.In the light of the actual work of the people's Congress of the people's Congress of Gaochun,it will be used to attract and further improve the public participation in the work of the people's Congress.In improving the public participation in the work of the people's Congress of the Gaochun District,the author puts forward the guiding documents of making and introducing the public to participate in the work of the people's Congress of Gaochun,and standardizing the public participation in the work of the people's Congress of the District People's Congress from the macroscopic,and on the basis of the public participation in the way of the people's Congress.In order to ensure the effectiveness and rigidity of the public participation in the work results of the people's Congress,the author proposes to strengthen the rigidity of the public participation in the people's Congress in accordance with the law and the effect of public participation in the work of the people's Congress in order to ensure the effectiveness and rigidity of the public participation in the work of the people's Congress.In order to strengthen the public participation in the work of the people's Congress and promote the sound and orderly development of the public participation,the author should pay attention to the awareness of the public participation in the work of the people's Congress and the public participation in the work of the people's Congress.Some of the questions put forward their own ideas.
