Study On The Function Of Village Regulations In Rural Governance

As a system of guiding villagers' values and standardizing villagers' behavior,village regulations collect the common understanding of values and norms of behavior,and embody the common will of villagers.The village regulations that are born in the local society are closely linked with the rural governance.Their contents are intertwined.Their subjects are connected and their methods are complementary.Promoting rural governance through village regulations has theoretical possibilities and practical necessity.Exploring the relationship between village regulations and rural governance and how to play the role of village regulations in rural governance,which are of great significance to enrich the rules of rural governance,perfect the way of rural governance,and consolidate the effectiveness of rural governance.This paper selects a poverty-stricken village in northeastern Sichuan as a case and combines semi-structured interview method,questionnaire survey method and non-participatory observation method to know the villagers' awareness and participation about the village regulations,the formulation and implementation of the village regulations and the use of the village regulations in rural governance.Based on the relevant information obtained,the article deeply analyzes the application of the village regulations in rural governance,the practical results achieved,the difficulties encountered,the causes and the countermeasures to promote the role of village regulations in rural governance.Concretely,village regulations have been applied in village-level governance such as rural ethos construction,environmental improvement,resource protection,dispute mediation and public utilities construction.These applications have stimulated the drive to get out of poverty,showed the civilization of rural style,improved the appearance of village and maintained stable rural order.However,there are some practical difficulties in village governance,such as increased cost of making village regulations,disputed legality of village regulations,low binding force and insufficient execution ability.The main reasons are as follows.First,the rural social environment has changed,which is manifested by the decay of the village community,the dissolution of public life,the decline of local culture.Second,the lack of interaction between the subjects of the village regulations is mainly due to the low overall quality of the villagers and the weak capacity of the village-level organizations.Third,the procedures and content are not scientific and democratic,because the formulation process lacks institutionalization and standardization and the content lacks operability,applicability and democracy.Fourth,the implementation of the village regulations is relatively weak,mainly due to the lack of a technical and independent executive team,lack of effective supervision and lack of smooth channels of rights relief.Finally,on the basis of the analysis of social environment,participants,formulation and implementation,this paper puts forward some countermeasures which can maximize the effectiveness of the village regulations in rural governance,such as improving the social environment,realizing the positive interaction of participants,improving the scientific and democratic level of village regulations and promoting and protecting the execution of village regulations.
