Research On Policy Diffusion Of Smart City In China

The smart city policy originated from Singapore's "Smart Island" plan in 1992,but it did not attract widespread attention at that time.In 2008,the practice of smart ctiy policy in the United States attracted widespread attention from various countries.Since then,this policy has been regarded as a cure for urban diseases and has rapidly spread throughout the world.In 2009,cities such as Beijing at the provincial level and Quanzhou at the prefecture-level level took the lead in adopting smart city policy in China,and other cities followed suit.At present,smart city has risen to the level of national policy.Under the promotion of relevant policies and pilot projects,more than 500 cities have announced the implementation of smart city policy.For local governments,smart city policy,as a kind of government innovation.The process by which this policy is constantly adopted by local governments throughout the country,forming the diffusion of policy innovation.In this context,several issues of theoretical and practical significance should be paid attention to.First,what is the overall situation of the adoption of smart city policies across China?What characteristics are reflected in the evolution of time and space in the process of diversification of smart city policy?Second,as a policy innovation,the smart city policy is quickly adopted by local governments.What are the influencing factors that promote this phenomenon,and what is its mechanism of action?Third,in the process of the diffusion of smart city policy,is there any performance that contradicts theoretical expectations and weakens the effect of policy diffusion?What is the reason for this?How to improve and optimize?The research based on policy diffusion theory,It is of great significance to the deepening of the theory of smart city and the development of practice.Based on the theory of policy diffusion,this paper uses the methods of literature analysis,network investigation,event history analysis and regulation analysis to carry out research.The main research contents include the following aspects:First,Macro Description of the Spread Practice of China's Smart City Policy.As a policy innovation,smart city has been spreading among local governments in China since 2009.Among the provincial governments,Beijing was the first to adopt the smart city policy in 2009,Since then,other provincial governments have followed up.By 2016,all 31 governments in China mainland have adopted the smart city policy.Among prefecture-level city governments,Quanzhou in Fujian province first adopted smart city policy in 2009.By the end of 2018,288 prefecture-level cities had adopted smart city policy.As a government policy innovation,smart city policy has diffusion widely in China.Second,Temporal and Spatial Characteristics of the Diffusion of China's Smart City Policy.As time goes on,no matter at the level of provincial government or prefecture-level city government,the total policy adoption presents an s-shaped curve,which conforms to the general law of innovation diffusion.From the perspective of spatial dimension Vertical diffusion and horizontal diffusion jointly promote the occurrence of diffusion.There are significant aggregation and proximity effects in horizontal diffusion,and there are two forms of vertical diffusion,bottom-up and top-down.In contrast,the latter has a stronger driving force for proliferation,and under the role of China's unique policy pilot mechanism,Vertical diffusion has formed a significant "absorbing-radiation" effect.There are significant differences in the rate of spread of smart urban policies among different regions.This difference is related to the level of economic development in the region.The economically developed regions often adopt policy innovations before the backward regions,and the policy diffusion shows obvious hierarchical effects.Thirdly,Influencing factors and mechanism of the diffusion of smart city policy in China.based on the policy diffusion theory,combined with China's political reality and urban development status,the influencing factors model is constructed from four dimensions and 12 aspects:problem orientation,government capacity,public demand and intergovernmental relationship.Problem orientation,government ability,public demand and inter-government relations.Using the event history method to test the panel data of 280 prefecture-level cities in 2008-2017 for a total of 10 years,and it was found that the environmental pressure,traffic pressure and medical pressure in the problem-oriented dimension did not have a significant impact on the adoption of smart city policies,while the fiscal health and administrative level in the government capacity dimension had a significant impact.Although the per capita income has a significant impact on the public demand,neither the population size nor the proportion of Internet users has a significant impact on the superior pressure,pilot pressure and government competition pressure in the dimension of inter-governmental relations,but inter-governmental learning does not have a significant impact.On the basis of this,we find out the mechanism of the diffusion of smart city policy in China.The diffusion of smart city in China is the result of a combination of forces,both internal and external.Among them,vertical inter-government pressure is the leading force of policy proliferation.Horizontal inter-government competition also effectively promotes policy proliferation.The occurrence of policy diffusion is significantly affected by the economic capacity of local governmentsFourth,Irrationality of the Diffusion of China's Smart City Policy.Based on theoretical and empirical analysis,it is found that in the process of policy diffusion of smart cities in China,a lot of irrational behaviors occur,violating theoretical expectations and realistic goals,which reduces the effect of policy innovation diffusion.It includes the non-objective orientation in the diffusion motivation,the imitation in the policy diffusion process,the lack of public role in the diffusion subject and behavior bias in policy pilots.And from the pressure system's intrinsic promotion,the achievement driven incentive distortion,the public participation consciousness and the participation way insufficiency and the government exchange and the study mechanism insufficiency and so on,carries on the comprehensive analysis to the irrational production.Fifth,irrational elimination in the diffusion of smart city policy innovation.On the basis of adhering to the principles of cooperation,recognition and openness,through the adjustment of vertical inter-governmental relations,horizontal inter-governmental relations and the relationship between the government and the public,the diversified cooperative governance of policy innovation diffusion can be realized,realize the benign spread of smart city policies,promote the process of smart city construction,and Enriching the Research Content of Policy Diffusion Theory.This paper depicts the diffusion process of China's smart city policy from a macro perspective,and summarizes the spatial and temporal characteristics of the diffusion of smart city policy.constructs and verifies the model of the influence factors of the policy diffusion in smart city,and extracts the mechanism of the policy diffusion in smart city.Based on the empirical results and theoretical analysis,this paper points out the irrational phenomena in the spread of smart city policies and puts forward some suggestions to resolve them.It is hoped that it will be beneficial to the study of rich intelligent cities and policy diffusion theories,and promote the healthy development of smart city and the benign diffusion of policy innovation in various fields.
