Freight transport,through which necessary commodities and services are supplied for urban development,is an important part of modern comprehensive transportation system and has a strategic role on facilitating supply-side reform.Development of freight transport,however,caused some negative effect on society and environment,including consumption of fossil fuel,air pollution,noise pollution,traffic accidents and congestion,etc.Strengthening freight transport management and optimizing freight transport policies & measures are essential means to ensure national economy and people's livelihood.There is little research on policies of domestic urban freight transport management.Analyses on current situation of urban freight transport management lack the support of enough data while the influence of freight transport on cities lacks abundant quantitative analyses.In order to profoundly understand current status of urban freight transport management and policy in our country,propose countermeasures and suggestions accordingly,the paper mainly made the following research: firstly,generalize and conclude research material of urban freight transport management at home and abroad,contrast and analyze similarities and differences between domestic and overseas urban freight transport management,and provide reference for optimizing our freight transport management,policy and measures.Secondly,by analyzing data of freight industry,trucks and drivers,and truck traffic accidents,summarize the existing problems of urban freight transport management in our country.Thirdly,analyze freight transport management policies of 31 typical cities.From the perspectives of access management,passport management,vehicle segmentation on the technical requirements,explore the problems in urban freight transport management policies,such as unsophisticated purpose,incomplete system,extensive and obscure management style.Fourthly,analyze the three indexes: intersection delay,V/C and service level when different proportional freight vehicles crossing major urban intersections using Vistro,a transport analysis software,and explore the proportion range of freight vehicles in urban transport and characteristics of intersections where freight vehicles are passable.The innovation of the paper can be summarized as the following: firstly,based on relevant data of urban freight transport accidents,the paper respectively points out the major illegal behavior which caused freight transport accidents on urban roads and highways,contrasts and analyzes major reasons for those accidents,to grasp the current safety status of urban freight transport.Secondly,the paper combs policies and measures of urban freight parking management,analyzes the current status and existing problems in our urban freight parking management,and proposes countermeasures and suggestions in strengthening freight parkingmanagement.Thirdly,according to the calculation results of urban freight transport delay,V/C and service level by Vistro,the paper suggests control the freight vehicle proportion at about10% in urban transport to minimize the negative impact to traffic.I hope that this research achievement can provide a direction and objective for further research,and reference for other relevant research and application on urban freight transport management as well.
