Research On The Social Stability Risk Assessment Of Harbin Shantytown

With China’s rapid economy development and the continually accelerating of the urban construction, the shantytowns transformation has become an important part and indicator of the urban construction. Shantytown transformation program is proceeded in a very complex and varied urban groups’ environment. It can be affected by many factors, and deviates from its expected target which may generate social stability risk. The social stability risk issue of the shantytown transformation has become a key issue which is related to the overall urban planning and construction. However, the lack of effective risk management will lead to a large number of problems in the progress,quality and effects of the shantytown transformation,so as to many social stability risk events happened frequently. Government should predict,control and respond to the social stability risk more and more effectively in the process of shantytown transformation. Essentially speaking, we need to make social stability risk assessment and management, and only after conducting all those assessment and management,find out all potential social stability risks, the shantytown transformation will be successfully completed, so that national reform policies will real benefit all Chinese people and improving people’s living quality.In this paper, the research is mainly focus on the shantytown transformation’s social stability risk assessment system and relevant issues regarding risk management. With researching on domestic and foreign relevant information, experiences and social stabilities risk evaluation of the shantytown transformation as well as the theories of shantytown transformation’s connotation and major program risk management etc, the author analysis the current status of the social stability risk, finds out existing problems and their deep causes,therefore make further identify,analysis and research on the social stability risk issues of the shantytown transformation. The major section of this paper is to establish the risk assessment system for the shantytown transformation social stability risk,and design and build shantytown social stability risk assessment model. Through the case study of the shantytown transformation program of Harbin, based on the data assessment result, the author put forward some proposals regarding the Harbin shantytown transformation social stability risk control.The last section summarizes all above findings, makes proposals of how to improve the shantytown transformation social stability risk assessment from the points of view of social stability risk assessment.
