Research On Wuhan's Talent Introduction Policy

In the world of today,science and technology are progressing with each passing day and knowledge economy is unfolding.It has become the consensus of the world to accelerate the development of talents as the primary resource.Wuhan is a central city of the central region of China and a core city of the Yangtze River Economic Belt.Under the background of speeding up the establishment of a national central city,Wuhan has fully recognized the importance of talents for catch-up and development,put forward the strategic measure of "vigorously promoting talents introduction" and came on stage a series of policies of talents import.Based on the above background,the policy research on talents introduction of Wuhan is of great significance to the realization of strong talent market in Wuhan.This paper started from the perspectives of basic policy elements and policy tools,putting forward the research framework of the talents import policies.Among them,the basic policy elements include the time,units and objects of formulation.Policy tools used the classification method of Rothwell and Zegveld to divide the policy for importing talents into three categories,namely supply policy tools,environmental policy tools and demand-oriented policy tools,meanwhile further refined 16 policy tools.On the basis of the research framework,133 policies for talents introduction in Wuhan were collected through various channels,and text coding was conducted against the research framework to form the policy database for talents introduction in Wuhan,and then further statistical analysis was conducted on the policy database.According to the results of statistical analysis,this paper put forward that there are six problems in Wuhan's current talents policy,namely,the lack of centralization in policy publicity,the campaign of policy formulation,the lack of pertinence and coverage in policy targets,the underutilization of demand-oriented policy tools,the homogenization of policy tools selection,and the insufficient mobilization of intermediary organizations and employment enterprises.Aiming at the problems in Wuhan's talents introduction policies,this paper puts forward some countermeasures for optimizing the item by item,which are to establish a unified policy public platform,establish policies in a scientific and balanced way,improve the pertinence and coverage of policy targets,increase the use of demand-oriented policy tools,select policy tools in combination with our own advantages,and widely initiate more organizations to participate in talent introduction.
