Strengthening And Improving The Education And Management Of Mobile Party Members

Since the reform and opening-up,the Party organizations at all levels have gradually summed up three kinds of management modes of mobile party members,namely,the management of outflow party organizations,the management of inflow party organizations,the co-management of outflow Party organizations and inflow party organizations.However,influenced by the household registration system and the traditional dual management system of urban and rural areas,the education and management of mobile party members is still under the influence of the household registration system and the traditional dual management system of urban and rural areas.There are many problems that mobile party members are unwilling to be managed,the outflow local Party organizations are unable to manage,and the inflow local Party organizations are unable to manage.These problems result in the "vacancy" zone of management and service work,and make some mobile party members who work and do business become "pocket party members" and "invisible party members".In recent years,Linyi has determined different educational management modes according to the different characteristics of migrant party members working in and out of the city,focusing on the reality ? This paper,by analyzing the problems in the educational management of migrant party members working in and doing business,deeply analyses the root causes,and further proposes to strengthen and improve the educational management of migrant party members working in and doing business on the basis of good experience and practices in other areas?The methods and measures should not only strictly abide by the requirements and principles,but also be rooted in the construction of work system and service system,constantly renew management concepts,management systems and management methods,actively mobilize the enthusiasm of migrant Party members in their work,life and study,and continuously play a vanguard and exemplary leading role?The first chapter of the article is the introduction,which deeply analyses the background and significance of education and management of migrant party members working and doing business.It makes a theoretical summary from three directions: the research situation of central departments,theoretical circles and local Party organizations and the current situation of Linyi City.It also introduces the management of migrant party members at the present stage in China,and expounds the research significance,framework and ideas of this topic.Chapter two makes a detailed analysis of the basic situation of migrant Party members in Linyi City and the necessity of strengthening education and management.Chapter three,based on Linyi's internal and external frameworks,introduces theexperience and practices adopted by current migrant workers and businessmen.Chapter IV,combined with the actual management of mobile party members in Linyi City,comprehensively summarizes the main problems,and deeply analyzes the subjective and objective reasons for the problems.The fifth chapter,based on the author's work practice for many years,puts forward optimization strategies and innovative measures for the management of mobile party members.
