Research On Collaborative Governance Mode Of Sichuan Community Foundation

With the development of the economy and the deepening of reforms,the government's administrative model has changed from single to plural.The process of transforming an administrative community into a co-governing community requires the participation of multiple entities.In December 2017,China issued the "Opinions on Vigorously Cultivating the Development of Community Social Organizations",which gave birth to a large number of community foundations.In recent years,community foundations are facing rapid development while facing an inconsistency in the number of high-growth operating mechanisms to be explored.The China Community Foundation is mainly embodied in the government's dominant characteristics.As a “introduction measure”for government community governance,there is a gap between it and its ideal vision as a civil society platform,which leads to the phenomenon of “tangible and inanimate” in the localization of Western models.Affect the effectiveness of community governance.Therefore,how to cooperate with multiple subjects in community governance to build an efficient collaborative co-governance model is particularly important.Based on the perspective of collaborative governance,this paper selects the first community foundation in Sichuan Province,the W Community Foundation,and the J Foundation established in the first community level in the country as the research object for case study.Firstly,the core personnel data was collected by in-depth interview;then the interview results were imported into Atlas.ti8 for coding analysis,and 247 reference points were obtained.Then the text was qualitatively analyzed to construct the collaborative management of Sichuan Community Foundation suitable for the initial stage.Model-interaction model;finally compare the six models.The study found that the Sichuan Community Foundation has problems such as strong government dependency,fuzzy operation model,insufficient community embeddedness,need to improve the decision-making mechanism,and internalization of the public welfare industry.Based on the characteristics of Sichuan Community Foundation,this paper further proposes five factors of the new model: system environment,driving factors,collaborative governance mechanism,results,and interaction.On this basis,the interaction model and the representative five models are compared in detail from the dimensions of external environment,motivation,collaborative process,synergistic consequences and scope of application.Proposing from the embedded community;professional screening;multi-disciplinary;problem perspective to promote the development of the initial community fund to the idealized operational model,hope to provide examples for local community foundations,better activate community autonomy,Improve the level of community governance.
