The Research On The Residents' Social Integration Under The Background Of The Withdrawal Of City Districts

Hangzhou has 13 districts and counties(cities).For a long time,the economic development between Hangzhou city and the western 5 counties(cities)-Fuyang,Tonglu,Jiande,Chunan,Ling'an is very uneven.In ten years from 2000 to 2010,the economic growth gao between the main city of Hangzhou and the western five counties(cities)is going widening.The main reason is the institutional factors.Due to the special historical and institutional background of China,the economic functions of the administrative regions are very prominent.Governments at all levels have a great power to expand their own administrative region for the need of their own region from the financial revenue,the leaders of the performance assessment and improve the livelihood of the people in the region.Driven by the strong motivation of maximizing their own interests,local departmentalism and protectionism prevailed and cross regional flow severely blocked.As a result,regional economic integration is difficult to achieve.Zhejiang province implies the "province governing county fiscal system".This system has promoted the enthusiasm of governments at all levels of the administrative region economy development scope,but also strengthened the "administrative area economy" to a large extent,impacting the economic ties between Hangzhou city and the five counties(cities).To a certain extent,this system restrictedthe integration of economic development of the Hangzhou city and five counties(cities).To eliminate this negative impact,the most fundamental way is changing the function of government from "development oriented government" to "service oriented government".But the transformation of functions is a gradual and long-term process.From the current point of view,changes in administrative divisions and the withdrawal of the city is the most realistic choice.Social integration refers to the cohesion of different individuals or groups with a group,which is characterized by the degree of participation and identity of the individual in a group and the degree of interdependence among the members of the group.It is generally believed that social integration is the process of mutual coordination and adaptation between individual and individual,between different groups and different cultures.The goal is building a harmonious society.Social integration originated from the European scholars' study of social exclusion.Because social exclusion groups are usually vulnerable groups,and often at the bottom of society,social exclusion is often a rejection and alienation between different classes,people and groups.Fuyang is the Ninth District of Hangzhou.Since February 15,2015,officially withdrawn from the city,Fuyang actively integrate the development of the main city of Hangzhou at a new and open attitude.In the past two years of practice,Fuyang district has been gradually integrated into the main city in many areas.But in many ways,is not fully integrated,such as health care,housing subsidies,public transport integration,etc.Therefore,residents living in Fuyang are calling for the same treatment.This thesis carries out an empirical research on the residents of Fuyang,analyzing the the situation and influence factors of the integration of the residents.This thesis tries to put forward specific policy recommendations and hope to provide some reference on the integration into the main city of Hangzhou of the residents of Fuyang and even the whole Fuyang area.
