After the political line is determined,the cadres are the decisive factor.Since the 18 th National Congress of the CPC,strict and comprehensive governance of the Party has become the new normal.The tasks of combating poverty,improving the environment and revitalizing the countryside have become increasingly heavy.On the other hand,the supervision,assessment and accountability of cadres have become increasingly strict,some cadres and officers entrepreneurial enthusiasm has been suppressed,in the performance of their duties,as a matter of course,there are varying degrees of unwilling to do,do not want to do,will not do,do not dare to do the problem,it has seriously affected the implementation of the decisions and plans of the Party and the state,as well as the image of the Party and state organs and cadre groups and the fundamental interests of the people.Under the new situation,how to motivate the cadres to exert their subjective initiative to the maximum and perform their duties actively is the most important and difficult point in the construction of the cadre ranks under the current social background,among them,the construction of cadre team as an incentive mechanism has also become an important subject of Cadre Personnel Management Research.As the province's largest city with the largest population and one of the country's five prefecture-level cities with a population of 10 million,it is well known that in the last 20 years,in Fuyang,political events such as Wang Huaizhong,Xiao Zuoxin,the tainted milk of big-headed dolls and Li Ping's formalism bureaucracy have all taken place.Fuyang's external image has been shrouded in dust.Now,in which the cadres of low welfare,promotion slow,heavy work tasks,but also by the outside world's colored glasses,there is inevitably the cadre team dare not,unwilling,will not for the problem.Therefore,this paper selects Fuyang,Anhui Province as the research angle of view,introduces the background of the paper topic selection,the related theory research summary,in view of the Fuyang Situation,the cadre troop general situation,directly faces the present Fuyang Cadre as the problem performance,this paper points out the problems in assuming the role as an incentive mechanism,probes into the reasons,and comprehensively applies the needlevel theory,the quality iceberg model theory,the Equity theory theory,the reinforcement theory and the two factor theory,it puts forward a series of mechanisms such as establishing and improving incentive cognition,compensation and welfare,selection and promotion,learning and training,positive incentive,etc.,in particular,it has innovatively proposed clear definitions and operational methods in the precise application of the principles,circumstances and procedures of the error-tolerance and error-correction mechanism,as well as in the follow-up management,and established a mechanism for Discipline Inspection and supervision,and for organizing joint departmental business meetings,it is also suggested that geographical area and population should be taken into account in the range of regional allowances.Through comprehensive measures and persistent efforts,we will be able to continuously inspire the enthusiasm,initiative and creativity of the cadres and officers,and rebuild the image and confidence of the Fuyang Cadre Corps,to ensure a well-off society in an all-round way and a strong Fuyang City.
