Practical Path Research Of Deliberative Democracy At The Base Level

The 18 th Congress of China's Communist Party and its 3rd plenary session has proposed to improve a sound socialist consultative democratic system,to play an important channel of CPPCC,and No.3 file of CPC Central Committee on views of strengthening socialist consultative democratic construction and No.36 file from Central Office of strengthening CPPCC consultative democratic construction,which has especially stressed,"to fully play CPPCC role as an important channel in consultative democratic system,which is conducive to accepting different views,listening good suggestions and founding common ground,which is conducive to the party's and government's decision-making in a more scientific and democratic way,to realize that people are the masters and to resolving conflicts and promoting social harmony and stability.And it is also beneficial to the modernization of national governance system and governance capacity.Base level consultative democracy is part of the CPPCC's consultative democracy system,which is also one of the seven democratic consultations.At the same time,base level consultations also plays an important role in initial consultations.As request of the new situation and new requirement,base level committee reflects the vitality,power and effectiveness of the CPPCC's consultativedemocratic system.Only by fully playing of the base level Committee's organizational,institutional,practical and talent advantag and focuing on strengthening the construction of leaders,team members of CPPCC that a new mission can be matched with base level consultative democracy.This thesis aims to reflect consultative democracy of the CPPCC from Jing' an district,including awareness,exploring the point of practice and suggestion.It discusses consultative democracy of the CPPCC to strengthen base level awareness,stimulate power from the ground and improve effectiveness of promote base level involvement.The main part of this article consists of six chapters.The first is an introduction,mainly expounding the basis for the topic,the purpose and significance of the research,and the research methods.Chapter 1 mainly elaborates the functional orientation of the grassroots People's Political Consultative Conference.Chapter2 mainly introduces the case of the practice and exploration of deliberative democracy conducted by the CPPCC in Jingan District.Chapter 3 discusses the main obstacles and their performance in the development of deliberative democracy in the grass-roots level.Chapter 4 starts with questions and proposes countermeasures and suggestions for promoting the development of deliberative democracy at the grass-roots level.
