| Urban residents' autonomy is the end-link of urban grass-roots management and an indispensable part of the socialist political system.With the development of social and political economy and the improvement of people's political consciousness,the people need to develop the politics they really need,and need some autonomous power to seek their own welfare.Residential separation is a new urban community governance method in recent years.Since the 1990 s,"two-level government,three-level management,four-level network" urban management system has gradually formed and matured.Its hierarchy is from high to low in order of municipal government,district government,subdistrict office and neighborhood committee.In the traditional pattern of community management,the role of a neighborhood is to lead the masses to carry out self management,on the other hand also bear the administrative management work from district offices under the.In the course of work,neighborhood committees tend to focus on the government's administrative functions and neglect its function of mass autonomy.Under the background of the exploration of socialist democratic political reform,this paper combs the institutional changes of "separation of residence and station" and examines its development logic from the two aspects of dynamic mechanism and evolution mechanism.Taking Shenzhen and Shanghai as two developed cities as examples,this paper analyzes the institutional practice and model structure of "separation of residential and station".Through the field investigation of Xi'an urban community,we find that there is a predicament of grass-roots community governance,and the "separation of residential stations" model and Xi'an urban community governance has a good fit and effectiveness.Finally,from the three levels of social workers' specialization,social workers' institutionalization and subject diversification,the paper puts forward feasible measures to implement the separation of residential quarters. |
