With the deepening of social conflicts in China,social issues are becoming increasingly severe as singular social management system led by government unable to adapt to the development of society.Nowadays,our country advocates the theories of “Small Government Big Society” and “Social Governance”,supports and encourages forces of every social party to participate in the social governance;social organization is playing an indispensable role.Community governance is the base of state governance,and the 19 th Communist Party of China National Congress also advocated that rural and urban community shall utilize the strength of social organization to achieve governance,social adjust and the positive interaction of residence autonomy.Yet with the deepening of the practice of community governance,some problems started to emerge.There still remained a status of overall dispersion and partial cooperation with low participation of community residents.Support organizations,as a new form of social organization,are creating development platforms for each party,which have realized the multiple subjects to participate in the community construction,so as to improve the level of community governance.In the theoretical perspective of cooperative governance and social capital,author intends to research on the effects of the feasibility and necessity of support organizations as the main part of social governance.Then it will analyze the existing shortages of the role of the support organizations in the community governance and offer suggestions for a better community governance,so as to advance the development of professional abilities and community governance of the support organizations.Author has selected the W institution as a case study and summarized its practice in the Nanjing J community.The practice is divided into four phases.First of all,describe how the W institution establishes cooperation with the government.Then,W institution introduced and nurtured the subjects of service-oriented social organizations and community social organizations.In the third stage,it mainly discussed that through coordinators and federations of community social organizations,W institution have facilitated the cooperation between multiple entities.In the fourth stage,the introduction of the long-term mechanism of the community fund was highlighted.Through concluding long-term project practice,the role and deficiencies of support organizations in community governance are analyzed to provide reasonable suggestions.The author has also found that support organizations have established a collaborative governance pattern in community governance,and have played a role of cooperating relationships,making rules,leading the direction of governance,enhancing governance capacity and promoting publicity.Through the establishment of participation network,community social capital has been cultivated However,support organizations still have some problems in the their own roles of community governance.Organizational members fail to constantly engage in practice,thereby negatively impacting the trust in support organizations.There is also dependence on grassroots administrative forces,which has deviated from the goal of collaborative governance.The lack of ability to cultivate community social organizations has affected the effectiveness of collaborative governance and the development of community social capital.In order to play a better role of support organizations in promoting community collaborative governance,it is suggested to strengthen the organization's human resources management,broaden the sources of institutional funding,build community social organization brands,and build partnerships of the same service-oriented social organizations.
