Investigation Of Public Participation In City Appearance Management In Wuxi Huishan District

Since reform and opening up,China has witnessed rapid economic and social development.The urban population has increased quickly,the city's scale has been continuously expanded.The factors such as production and living demand levels,urbanization rate,and car ownership have been continuously improved,making problems of city appearance increasingly prominent and endless.Economic globalization,information networking and popularization of education have further strengthened the democratic awareness of the public in China.People are beginning to be dissatisfied with negative managed identities,and the call for participation in social management is growing.People's living standards are constantly improving.The constant pursuit of a better life has made the public's concern and participation desires related to the city appearance of their own lives greatly enhanced,and the requirements for city appearance management level are also getting higher and higher.The government is beginning to pay more and more attention to public participation.Starting from the 16 th National Congress of the Communist Party of China,the reports of the previous Party Congress and the State Council's "Implementation of the Administration in Accordance with the Law" clearly require the establishment and improvement of the public participation system to protect the public's right to know,participate,express and supervise." Therefore,analyzing the status and problems of public participation in city appearance management,finding the reasons and proposing corresponding countermeasures are of great significance for the effective participation and orderly advancement of public participation in city appearance management.Based on the theory of the ladder of citizen participation,this paper takes the “Regulations on City Appearance and Environmental Sanitation Management of Jiangsu Province” and “Regulations on City Appearance and Environmental Sanitation Management of Wuxi ” as the policy basis,taking public participation in the city appearance management of Wuxi Huishan District as the research object.Methods such as literature analysis,questionnaire survey and interview survey are used.This paper conducts a comprehensive survey on the status of public participation in city appearance management in Wuxi Huishan District,and deeply discusses the problems and reasons of public participation in city appearance management.The article believes that there are five main problems in public participation in city appearance management: weak consciousness,insufficient ability,simple form,low level,and lack of system.In order to solve the above problems,it is necessary to change the government's concept and functions of city appearance management,strengthen the publicity and training of public participation in city appearance management,support the development of city appearance management organizations,promote the disclosure of city appearance management information,and accelerate the construction of city appearance management system.
