Study On The Problems And Countermeasures Of The Development Of Social Organization Incubation Base

In the process of social governance modernization,the government and social organizations cooperate to participate in social governance is an important new way of social governance in the new period,and social organizations have gradually developed into an indispensable and important force in social governance.With the transfer of government functions,the participation of social organizations in social governance has become more and more common.As the demand for social organizations from the government and society continues to rise,so will the social organization incubation bases that are committed to providing support and services to social organizations.And students.Taking social governance as the background,it is of great significance to research the incubating base of social organizations to improve the governance level of the country.This article focuses on the study of a series of problems in the development of social organization incubation bases from the perspective of social governance.Taking the J district social organization incubator base as an example,this paper describes the establishment and development status of the social organization incubating base through experiences,interviews,and field observations,summarizes the characteristics of the social organization incubator base,and sorts out the problems it encountered in the development process.The problems were targeted and suggestions were made to improve the incubator base for social organizations.Through case analysis,this paper finds that the social organization incubation base has the characteristics of “strong government” and “weak incubating base” during the development process.The social organization incubation base is a support platform for the development of social organizations and a link between the government,enterprises and social organizations.It has the function of incubating and nurturing social organizations.It is this function that enables the incubation base to compensate for the government to a certain extent.The lack of public service provision.However,there are still some problems in this model.For example,there is an imperfect system of laws and regulations at the government level,the supervision and management system is incomplete,and the corresponding system for government purchase is still not perfect.The incubation base itself has a series of problems such as large staff turnover,high turnover rate,potential shortage of social organizations,and narrow access to base resources.In terms of the external social environment,there are also issues such as insufficient publicity of the public and low public awareness of social organizations.Under the background of social governance,if a social organization incubation base wants to overcome some problems in its development and achieve better development,it needs to actively explore and improve the effective path for the development of social organization incubators.It is not only necessary for the government to speed up the legislative process of the Social Organization Law,improve the supervision system,and formulate preferential policies to promote its development;it also needs the incubation base itself to actively explore and improve the corresponding talent management,introduction,and cultivation mechanisms,expand the financing channels,and expand publicity.Marketing efforts;at the same time,we need to optimize the administrative environment for the development of social organizations and increase their political status.
