Eurasianism was born in the 1920 s among the Russian diaspora, but declined rapidly in the late 1930 s.After the collapse of the Soviet Union,in the context of the ideological crisis and the collapse of the value system,Eurasianism regained its vitality and developed into neo-Eurasianism,and has provided a new identity and value system for the new Russia. At present, the expansionist version represented by Alexander Dugin is the most well-known version among the various school of neo-Eurasianism.Especially after 2011 when Putin proposed the "Eurasian Union" program and the Ukrainian crisis in 2014,Dugin has became the star of the Russian geopolitical academic circles and the object of Western media's focus. In this paper,we take the neo-Eurasianism(taking Dugin as an example)and the Eurasian orientation in Russian foreign policy as the comparative objects, through the vertical analysis of changes in Eurasianism tendency of Russian foreign policy after the collapse the USSR,the horizontal contrast of differences and similarities between Dugin's neo-Eurasianism theory and the Eurasianism tendency in Russian foreign policy, and summarize the relationship between them.Although neo-Eurasianism represented by Dugin is not the only guiding principle or the main principle of Russian diplomacy at present, some of its contents overlap with the current diplomatic strategy. In addition, due to the political reality and the extreme nature of Durkin's theory, there are also many differences between his version of neoEurasianism and Russian official foreign policy. The Russian government has selectively used and remolded part of the neo-Eurasianism,and creatively transformed and integrated the geopolitics vision,Eurasian union and multi-polarity of Dugin's theory into the actual foreign policy. There is no absolute active or passive influence between his version of neo-Eurasianism and the Russian official foreign policy. The relation between neo-Eurasianism as a political and foreign policy practice the Russian state is reciprocal.
